This position is located in the Finance Section, Business Operations Division.This position is assigned to the Finance Office. This position coordinates, monitors, reviews, and authorizes all Accounts Payable activities for the agency. This includes functions related to payments to foster homes and daycare providers, payment of other accounts payable invoices, issuance of internal checks from various accounts, requesting reimbursement through multiple accounts receivable processes, execution of contracts and contract amendments, and timesheet processing. This position is also responsible for completing journal vouchers, responding to outside audit/verification requests, and other special projects as needed. This position performs quality assurance checks on the tasks completed by all line level finance staff and assists with training of the tasks as needed.
This position has contact with the Agency staff and the County Finance staff relative to encumbrances, expenditures, and purchasing practices; State fiscal staff as well as State program staff relative to fiscal reporting and compliance issues; County auditors as well as outside auditing firms, agencies, and vendors.PREFERRED EDUCATION & EXPERIENCE:Graduation from a four-year college or university with a major in business administration may be substituted for four of the five years experience; or completion of a one or two-year business course in an accredited community college or business school including or supplemented by courses in bookkeeping or accounting may be substituted for two and three years of the required experience, respectively.
MINIMUM EDUCATION & EXPERIENCE REQUIRED: Graduation from high school including or supplemented by basic courses in bookkeeping or accounting and five years of experience in bookkeeping or accounting clerical work in an accounting office; or an equivalent combination of education and experience.
KNOWLEDGE, SKILLS, AND ABILITIES:General knowledge of accounting and auditing principles and practices. Knowledge of and ability to explain, and apply the provisions of the standardized accounting practices adopted by the State Government. Ability to assist in the interpreting and analyzing accounting data and applying and analysis to the departmental or institutional needs and determine compliance with pertinent guidelines, rules, regulations, and laws; assist in establishing and maintaining effective working relationships with representatives of related contract agencies, departmental staff, and the general public; communicate effectively in the oral and written form. Proficiency in Excel spreadsheets is preferred. This employee must display sound judgment as work is performed with minimal supervision.CONDITIONS OF EMPLOYMENT: The selected applicant will be subject to the following conditions prior to appointment. The employee in this position will be operating motor vehicles for Cumberland County and shall have a valid North Carolina Driver's License.
