Otter Tail County is accepting applications for an Accounting Specialist in the Finance Department.
The purpose of this position is to accurately and efficiently maintain the accounts payable documentation for all County funds to ensure the timely payment of claims and documentation for audit purposes. This position ensures that all disbursements are properly coded for internal and external financial reporting purposes.

Organize and maintain accounts payable files.
Maintain disbursement ledgers and journals.
Maintain internal telephone and credit card billing.
Maintain Court Administration internal billings.
Meet deadlines of weekly Auditor and Commissioner warrants for payment.
Collect information for State Auditor.
Enter vouchers and claims data from various departments and special revenue funds to one batch for processing payment.
Review and examine vouchers and invoices for department head approval, mathematical accuracy, and overall correctness before processing payment to ensure accurate records.
Code and allocate claims to proper general ledger accounts for payment processing.
Authorize printing by the County Treasurer’s office of the checks necessary for the timely payment of outstanding claims and invoices.
Scanning all documents relating to the accounts payable process.
Assists with HRA accounts payable.
Oversees the accounting of county assets, ensuring accurate financial reporting.
Cross-trains and assists other positions within Finance, Property & License Management service team, including answering phones, property tax collection and assisting customers at the counter.
Accepts U.S. passport application on behalf of the Department of State in accordance with the directives of Passport Services. Accepts and properly allocates fees. Ensures all materials needed to process the application are correctly submitted. Meets annual training requirements.
Assists voters with the registration process and locating polling place; assists with mailings; participates in election night activities for state, primary, and general elections.
Performs other duties as assigned.
May assist with duties and responsibilities as outlined in the County Emergency Operations Plan and Continuity of Operations Plan.
Associate's degree or two-year technical certificate in Accounting, Business Administration, or related field
Two years related work experience
Or any combination of education and experience that provides equivalent knowledge, skills, and abilities
Valid driver’s license
This position is regularly scheduled to work 40 hours per week, Monday-Friday, 8:00-4:30 p.m. The 2026 starting salary for this position is $23.97 per hour, depending on qualifications, with advancement to $38.51 per hour.
