Are you the One?We are looking for anAccounting/Fiscal Manager II (Director of Federal Reporting)who serves as the Director of Financial Reporting within the Bureau of the Controller.- Oversee the financial and case management of all federal grant authorizations and reports, including but not limited to: CMS Quarterly Expenditure Reports (CMS 64 and 21), CMS Quarterly Budget Requests (CMS 37 and 21B), Payment Management System Federal Financial Reports (SF-425). Serves as the backup for the preparation of all required reports.
- Directs the completion of the federal draws and reconciliation of Federal Draw Activities to the agency's accounting records, Comptroller General Records and Federal Grant balances as reflected in federal payment systems. Oversee the grant activity and make sure the status or reports are provided to program areas for use in Grant or approval and monitoring processes. Directs all financial interpretation of data for analysis to include budget planning and external reporting.
- Oversee GASB reporting, reconciliation, and asset creation/retirement.
- Develops the budgets for the CMS Advanced Planning Documents (APD). Coordinates with Budget and Planning, APD and program staff to monitor budget and expenses to ensure that APDs are not overspent. If an APD is projected to exceed their budget, works with the APD team and program staff to submit a supplemental/adjusted budget request to CMS.
- Performs fundamental supervisory and leadership functions in accordance with Department policies and procedures, best practices and Federal and State rules and regulations, especially with regard to Equal Employment Opportunity Commission (EEOC) standards. Maintains an effective organizational team and motivates staff to accomplish mission critical operations and objectives. Promotes workforce engagement and a safe, professional, and productive work environment for all employees.
- Processes journal entries for the Finance division.
- Completes and reviews required annual reporting packages for the Comptroller General’s Office including but not limited to Grant Contribution Revenue, Grant Disallowances, Lease Reporting, and Fund Balance Reporting.

A bachelor’s degree in accounting, finance, business, or a related field and professional experience in a related area, such as accounting, auditing, finance, or banking.
Preferred: A master's degree in business administration, public administration, finance, accounting, economics or a directly related field and five (5) years of progressively responsible executive level leadership, management or quantitative method experience in a finance, accounting or budget-related area or a bachelor's degree and six (6) years of management experience in a finance, accounting or budget-related area.
All degrees must be from a college or higher education institution recognized by the U.S. Department of Education & Council for Higher Education accreditation (CHEA).
Additional Requirements:- Sitting or standing for long periods of time.
- Overtime and/or weekend work with Deputy approval.
- In-office role.
- Budgeting or finance experience in Medicaid and experience using SCEIS preferred.
- Ability to demonstrate practical application of the principles, practices and theories of accounting, auditing, banking, budgeting or financial management.
- Knowledge of laws, regulations and policies applicable to the area of budgeting, accounting, and/or finance.
- Ability to interpret and analyze complex financial data and reports.
- Ability to communicate effectively.
- Knowledge of state governmental and Medicaid finance and budgeting principles.
- Ability to make and keep schedules.
- Ability to effectively delegate work and meet deadlines.
- Ability to proficiently apply mathematical concepts.
- Ability to plan and implement a complex financial management system.
- Ability to interpret and analyze financial data and reports.
- Ability to interpret complicated federal and state statutes, rules and regulations pertaining to applicable programs.
