As an Accounting/Fiscal Manager within our Office of Career Readiness, you will work closely with program and agency leadership to align fiscal strategy with Career and Technical Education (CTE) program implementation, student outcomes, and statewide career readiness priorities. Your experience in CTE, workforce development, or career readiness initiatives, combined with your experience in budget management, grant administration, or fiscal oversight would be a plus.


Under limited supervision, this position manages all fiscal, compliance, reporting, and grant administration functions for state and federal Career and Technical Education (CTE) funds, including the Perkins V (20 U.S.C. 2301 et seq.) allocations and state Education Improvement Act (EIA). Ensures compliance with federal Uniform Guidance (2 CHR Part 200), Education Department General Administrative Regulations (EDGAR), SC procurement regulations, and applicable state statutes (Title 59). Oversees development of the State Perkins Plan, grant applications, local plan review, processes, fiscal monitoring, reimbursement systems, and performance accountability reporting to ensure integrity, transparency, and regulatory adherence.


Job Functions


1. Fiscal Administration and Allocation: Develop, allocate, monitor, and reconcile state and federal Career and Technical Education (CTE) funds in compliance with Perkins V, Uniform Guidance, and SC fiscal policy. Process and approve reimbursements within established timelines.


2. State Plan and Federal Reporting: Lead development, submission, and amendment of the State Perkins Plan and related grant applications. Work with the Office of Research and Data Analysis (ORDA) to prepare and submit required federal performance and fiscal reports by published deadlines.


3. Local Plan and Reporting Systems Oversight: Oversee development, maintenance, and compliance monitoring of the electronic local plan submission system. Ensure system integrity, audit readiness, and documentation of retention standards.


4. Compliance Monitoring and Audit Readiness: Conduct or oversee fiscal monitoring of subrecipients. Document findings, corrective actions, and compliance determinations. Maintain audit documentation consistent with federal monitoring requirements.


5. Policy Interpretation and Regulatory Guidance: Review and interpret federal and state laws and regulations governing CTE funding. Issue written guidance following statutory or regulatory updates.


6. Performance Accountability and Standards: Lead statewide CTE performance accountability by supporting the development, validation, and monitoring of performance indicators; analyzing and reporting performance data to agency leadership; support compliance monitors provision of technical assistance and compliance monitoring of district CTE programs through oversight of monitoring visits and timely issuance of written compliance reports within 15 business days of each review.


This position is located in the Office of Career Readiness.

A bachelor's degree in accounting, finance, business, or a related field and professional experience in a related area, such as accounting, auditing, finance, or banking.
Bachelor’s degree in Accounting, Finance, Business Administration, Public Administration, Education Administration, or a closely related field; and five (5) years of progressively responsible experience in fiscal administration, grant management, compliance monitoring, or audit oversight involving state and/or federal funds; or a Master’s degree in a related field and three (3) years of relevant experience. Required experience must include administration of federal grants with application of Uniform Guidance (2 CFR Part 200) and EDGAR, budget development, fund allocation, reimbursement processing, fiscal reporting, and subrecipient monitoring or audit preparation.
This position is primarily office-based with required statewide travel and occasional overnight lodging. Attendance at regional and/or national conferences may be required as assigned. The position may require lifting, transporting, and setting up materials, supplies, or equipment associated with conducting workshops, trainings, and conferences.
