Under general supervision, the Accountant III performs advanced level professional accounting work involving researching and analyzing transactions, maintaining accounting records and, in the absence of the supervisor, will provide directive to the staff along with other related duties.
- Trains new employees in a lower classification, oversees employees’ time for bi-weekly payroll in the absence of a supervisor.
- Maintains proficient working knowledge of Navaline Software.
- Performs, analyzes, and researches variances between the subsidiary and general ledger and uses judgment to adjust accounting records, in accordance with generally accepted accounting principles (GAAP)
- Prepares schedules requested by the External Auditors and assists with Audits of the financial statements.
- Reviews encumbrances and/or payments to reflect proper cost accounting within budget constraints.
- Reviews accounts receivable for appropriateness, timeliness, and aging; reviews and approves or recommends approval of expense claims; reviews accounting systems and practices and recommends improvements.
- Develops accounting systems or procedures as needed for control purposes, for monitoring and reporting costs on major capital improvement projects, and accounting for grants.
- Represents the department at State or Federal Agencies before and after disasters to assist with accounting for impairment.
- Prepares correspondence and reports for external vendors.
- Estimates expenditures schedules and submits for budget approval.
- Analyzes records of present and past operations costs, estimated and realized revenues, and performs ad hoc research and analysis, as needed.
- Identifies and keeps records for owned or leased equipment, buildings, and other property; noting items acquired with grant funding.
- Coordinates and organizes periodic fixed asset/ inventory counts.
- Assists in the preparation of schedules necessary during the budget process and assists in various financial statement analyses.
- Prepares monthly financial statements and schedules; performs selective auditing of accounting records and transactions.
- Prepares accounting schedules for management’s use.
- Performs reconciliation of periodic vendor statements and maintains the subsidiary ledger.
- May be required to assist clerical personnel engaged in routine clerical duties.
- Reviews and posts groups and daily adjustments performed by employees.
- Through knowledge of federal and local regulations, laws, guidelines, instructions, accounting principles, and standard auditing procedures.
- Excellent computer skills in Microsoft Word and Excel, and demonstrated knowledge of various accounting software packages.
- Ability to act independently, plan, initiate, and complete work, solve problems, perform financial analysis, and make educated decisions regarding accounting issues with minimal supervision.
- Excellent interpersonal, oral, and written communication skills, ability to present policies to team members and various departments.
- Ability to analyze and resolve budgetary and complex accounting problems.
- Excellent organizational and record-keeping skills.
- Strong attention to detail to prepare accurate financial reports.
- Ability to apply accounting theory and principles to a variety of financial transactions, analyze accounting records, and prepare reports.
- Highly ethical individual with the ability to handle confidential information responsibly, interpersonal skills, and customer service orientation.

The noise level in the work environment is usually moderate.Graduated from an accredited college or university with a Bachelor’s degree in accounting, finance, economics or business administration with a minimum of eighteen (18) earned credit hours in Accounting; and a preferred experience of five (5) years of professional accounting experience. Supervisory experience is preferred.
