Six years of experience in accounting, auditing, financial operations, payroll, or banking; OR

Six years of full-time experience in any field plus twenty-four semester hours in accounting plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR

A bachelor’s degree with twenty-four semester hours in accounting plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR

A bachelor’s degree in accounting, finance, business administration, management, economics, or statistics plus three years of experience in accounting, auditing, financial operations, payroll, or banking; OR

An advanced degree in accounting, finance, business administration, management, economics, quantitative methods, or statistics plus two years of experience in accounting, auditing, financial operations, payroll, or banking; OR

Possession of a Certified Public Accountant (CPA) license plus one year of experience in accounting, auditing, financial operations, payroll, or banking.

EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.The official job specifications for this role, as defined by the State Civil Service, can be found here.Job Duties:
  • Oversees daily operations of the Cash Management Section, supervising staff responsible for revenue classification, deposit processing, LaGov entries, and reconciliation activities to ensure accuracy, timeliness, and compliance with internal controls and regulatory requirements.
  • Directs the classification, documentation, and reconciliation of complex cash receipts and refunds, including audit-related receivables/payables, escrow funds, and agency deposits, ensuring proper coding and compliance with statewide accounting standards.
  • Supervises monthly reconciliation of Treasury bank activity and LaGov accounting records, ensuring discrepancies are researched, resolved, and documented in accordance with fiscal year-end requirements and state accounting policies.
  • Oversees preparation and review of internal and external cash reports, ensuring accurate reporting to LDH leadership, the Division of Administration, Legislative Auditor, and State Treasurer, including coordination of the Quarterly Accounts Receivable report.
  • Manages staff performance and development through training, coaching, evaluations, and hiring support; improves workflows, ensures completion of required documentation, and maintains detailed desk procedures to support operational continuity.
  • Serves as backup Security Administrator for the JP Morgan banking portal, coordinating user access, role updates, and issue resolution while ensuring compliance with internal control and security policies.
  • Collaborates with leadership and oversight entities to support audits and information requests, while monitoring regulatory changes and recommending process improvements to strengthen compliance, internal controls, and overall cash management operations.
