Brief Job Description:
Performs complex administrative support or technical program assistance work. Work involves disseminating information, maintaining filing systems, and performing internal administrative support work. Works under general supervision of the Director of Fleet Operations, with moderate latitude for the use of initiative and independent judgment. Serves as agency liaison to the Attorney General's Office in processing vehicle accident claims Statewide. Processes requests for training DRRS Fleet managers, driving records of agency staff that operate agency vehicles Statewide. Interprets state statutes and agency policies and procedures concerning standards used in determining eligibility of drivers of agency owned vehicles. Schedules rental vehicle reservations and transactions. Refuels rental vehicles and ensures rental readiness, and reports any vehicle issues or malfunctions to appropriate staff. Responsible for adding new drivers to the fleet fuel card and assigns PIN numbers. Prepares travel vouchers for department staff. Performs duties of office manager, overseeing the daily operations of the Fleet Operations department. Processes supply orders. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Participation includes the testing, training and exercise programs. Such participation may require an alternate shift pattern assignment and/or location.
Essential Job Functions (EJFs):
Responsible for maintaining/procuring accurate and time sensitive data pertaining to the processing of all HHS vehicle accident information. Maintains up-to-date status of information in the accident database for analysis retrieval. Documents any missing vehicle accident information and requests missing documentation from facility/program.� Notifies facility or program with request to prepare a settlement voucher. Responsible for the closure of vehicle accident claim files. Notifies facility/program when payment has been released to claimant, forwards copies of warrant & release of liability to appropriate parties, and closes file. Responsible for maintaining a current and accurate vehicle accident database. Updates and generates accident reports used for system wide fleet management. (15%)
Serves as the department liaison to the Attorney General (AG) in the execution vehicle accident information. Responsible for monitoring status of vehicle accident claim files and maintain communication with appropriate parties regarding status of claims and recommendation of the AG. Upon receipt of settlement voucher for payment of vehicle accident claim from facility/program, reviews for accuracy and forward to Attorney General for processing. (15%)
Responsible for processing requests for driving record checks on applicants and current employees.� Request driving records of HHS system employees; determines eligibility of applicants according to agency� policy/standards.� � Interprets state statutes and department operating policies/procedures concerning standards used in eligibility determination of drivers who operate departmental vehicles.� � Reviews department drivers annually for continued eligibility.� Maintains monthly tracking of driving record request by facility. (20%)
Responsible for compilation of computerized data for department Staff Vehicle Rental Program on a monthly basis.� Schedules rental vehicle reservations and handles rental transactions. Responsible for making travel arrangements for office staff. Responsible for assigning employee PIN numbers for fuel purchase programs. Refuels vehicles and assures rental readiness.� Notifies service personnel of complaints or malfunctions of rental vehicles.� Operates a motor vehicle to perform job duties as needed.� (20%)
Verifies accuracy of monthly Over The Road (OTR) driver's travel expenses, and prepares travel vouchers to be sent to HHSC Accounting for payment.� Responsible for maintaining accurate data regarding the Over The Road (OTR) food deliveries program on a weekly basis.� Prepare a monthly OTR activity report and sends to OTR supervisor and FSS Nutrition & Food Services. (20%)
Responsible for processing all supply orders for the department according to appropriate policy and operating instructions.� (5%)
Responsible for performing duties of "office manager", overseeing completion of daily office operations. Prepares letters, memo and general correspondence as needed. (5%)

Knowledge, Skills and Abilities (KSAs):
Knowledge of: office practices and administrative procedures.
Skill in: the use of electronic data and/or word processing equipment and software.
Ability to: implement administrative procedures and to evaluate their effectiveness; and to interpret complex rules, regulations, policies, and procedures. Preferred prior knowledge of HIPPA and Data Privacy Act

Registrations, Licensure Requirements or Certifications:
Valid Class C Texas Driver's License with accpetable driving record.
Initial Screening Criteria:
Graduation from an accredited high school or GED, plus two (2) years of work experience in adminstraive office operating computers entering data using MircoSoft or programs like Outlook, Excel, Power Point, phone, emails, and printers.�
