2026 Utility Maintenance Specialist - Streets

The City of Oregon City has an immediate opening for a Utility Maintenance Specialist I or II (based on experience) in our Streets Division.

This position will accept applications through April 18, 2026 at 12:00am.

Wages:
UMS I: $25.93/hr. to $35.69/hr.
UMS II: $28.59/hr. to $39.42/hr.

Utility Maintenance Specialists perform general labor and assists with skilled work in connection with the construction, repair, and maintenance of the City's right-of-way and related public works infrastructure, which involves all modes of transportation of the general public.

The Utility Maintenance Specialist is capable of performing any of the following general and special functions, although will usually specialize in one area.

Utility Maintenance Specialist I

• Performs general labor activities that support installation and maintenance of street infrastructure (raking, rolling, and hauling of hot mix asphalt as well as patching potholes with hot and cold mix, as well as other utility labor.)
• Operates hand and light-duty construction tools and equipment such as shovels, rakes, chain saws, chop saws, plate compactors, weed whackers, mowers, and other equipment assigned to Utility Maintenance classifications.
• Identifies needed repairs and may perform routine preventive maintenance of vehicles and large equipment.
• Actively participates in departmental on-call lists. Responds to urgent situations initiated by customers.
• Performs snow/ice and other weather-related response.
• Applies crack seal material to city streets as needed.
• Assists in paving activities such as raking, rolling, and hauling of hot mix asphalt as well as patching potholes withhot and cold mix.
• Assists in the replacement of thermoplastic striping and legends, including cross walk lines, curbs, and trafficcontrol symbols.
• Investigates citizen complaints, documents the outcome of investigations, and works with management andcitizens to solve any problems that are found.
• Assists in the production, installation, repair, and maintenance of street signs.
• Maintains right-of-way planter areas to include weed and invasive species abatement, tree trimming, herbicidespraying, irrigation system maintenance, and litter removal.
• Remove fallen trees from the right-of-way with chain saws and heavy equipment.
• Supports a variety of community requests by overseeing and participating in the hanging of banners, traffic control,and installing holiday and special event decorations.
• Provides flagging and traffic control for construction, special events, and emergencies.
• Maintains streetlights, benches, garbage cans, bollards, and other street furniture.

Utility Maintenance Specialist II

Performs all duties listed above for a Utility Maintenance Specialist I at a skilled level, and:

• Operates and maintains sanitary sewer pump stations, including troubleshooting of motors, pumps, valves, and any related equipment.
• Will be capable of operating small to medium sized construction tools and equipment such as front-end loaders,backhoes, rollers, cold plane milling machine, paver and other equipment assigned to the Utility MaintenanceClassification.
• Participates in paving activities by operating heavy equipment, raking, rolling, and hauling of hot mix asphalt aswell as patching potholes with hot and cold mix.
• Replaces thermoplastic striping and legends, including cross walk lines, curbs, and traffic control symbols.
• Produces, installs, repairs, and maintains street signs.

Utility Maintenance Specialist I

Knowledge and Skills

Requires the basic knowledge of and/or skill in:

• Methods and techniques of general construction, maintenance and repair related to public works.
• Inspection, servicing, repair, or replacement methods used in streets maintenance.
• Using equipment and tools used in the maintenance and repair as assigned public works systems, including hand and power tools, and light duty machinery.
• Occupational hazards and safe work practices.
• Sufficient math skills to record distance and volume measurements.
• Sufficient human relation skills to work as part of a team and demonstrate courtesy to customers.

Abilities
Requires the ability to:

• Perform a variety semi-skilled maintenance, construction, and repair work in the area of work assigned and assist or participate with other Specialist in related areas.
• Operate light duty vehicular and stationary mechanical equipment in a safe and efficient manner.
• Read and understand oral and written instructions, diagrams, maps, and blueprints.
• Use a personal computer to access and print maps, check and respond to emails, and to use an electronic work order program.
• Work as contributing member of a team, work productively and cooperatively with other teams and external customers, and convey a positive image of the City.
• Participate in and accept on-call assignments.
  

Physical Abilities
Incumbent performs work of an active nature requiring sufficient cardiovascular condition to carry out the job duties on a sustained basis. Requires the following abilities:

• Stand for extended periods of time, walk up to 400 yards, and manipulate (lift, carry, move) light to heavy weights of up to 75 pounds on a regular basis.
• Push, pull, and guide materials over 75 pounds.
• Climb (e.g. ladders), stoop, kneel, and crouch on a regular basis.
• Sufficient hand-eye coordination, hand and finger dexterity including the ability to grasp, and operate demanding equipment.
• Auditory ability to hear machinery sounds and alarms.
• Near and far visual acuity to read printed materials, video readings, and observe stationary and moving objects.
• Speaking ability to carry on ordinary conversations.
• Work in extreme temperature conditions and on varying work hours.

Utility Maintenance Specialist II

Requires all Utility Maintenance Specialist I listed qualifications above, and:

Knowledge and Skills

Requires working knowledge of and/or skill in:

• Methods and techniques of general construction, maintenance and repair related to public works.
• Inspection, servicing, repair, or replacement methods used in streets maintenance and construction.
• Using equipment and tools used in the maintenance and repair as assigned by public works systems, including medium to heavy machinery.

Abilities

Requires the ability to:

• Independently perform a variety of skilled and semi-skilled maintenance, construction, and repair work in the area of work assigned and participate with other Specialist in related areas.
• Operate a variety of light to heavy vehicular and stationary mechanical equipment in a safe and efficient manner.

Utility Maintenance Specialist I

• Education and Experience:The position typically requires a high school diploma and two years of construction and repair experience, preferably in public works.

• Licenses and Certificates: Requires a valid Class A driver's license with an N endorsement within one (1) year of employment.

• Working Conditions: Work is performed indoors and outdoors where health and safety considerations exist from physical labor, exposure to fumes and septic conditions, temperature variations, and dangerous equipment.

Utility Maintenance Specialist II

Requires all Utility Maintenance Specialist I listed items above, and:

• Education and Experience
  • Four total years of varied utility construction and repair experience.
