Manage data collection and database updates. Assist in operation of VDOT's Pavement Management Program at the District Level. Provide technical support to assigned engineering program.

How you will contribute:
Compliance: Ensure compliance with all Construction Directives (CDs), environmental safety, EO, Materials, acceptance testing and quality directive. Ensure assigned project is compliant with VDOT, District, and regional environmental and safety goals. Ensure environmental discrepancies and safety violations are corrected. Monitor and assure compliance with all VOSHCP, OSHA, DPOR and VDOT safety policies and regulations. Engineering Technology Solutions: Provide engineering technology solutions to complex or unusual cases and projects. Input and Maintain All Pavement Data for Interstate, Primary and Secondary Routes in District: Troubleshoot and resolve errors in the Pavement Management Program file and inventory file. Collect, assemble, enter and retrieve data from HTRIS, as well as other pavement databases. Download, enter, and edit data, roughness, deflection data, distress data, etc. Job Safety: Determine and demonstrate proper work site protection techniques. Ensure workplace safety by identifying workplace hazards and making suggestions for improvement. Wear proper personal protection equipment. Maintain current knowledge of safety rules, regulations, laws and procedures (OSHA, VOSHA, etc.). Ensure equipment is used properly and safely. Apply MUTCD for detours, lane closures, work zones, etc. Maintain clean, orderly, and safe work environment. Follow VDOT safety regulations and practices. Maintain Records of Projects and Schedules as Completed: Assemble and input records in HTRIS database for all district pavement maintenance activities and paving projects. Research information and update databases on pavement construction history and layer data. Collect and verify project data to be entered into the PMP and HTRIS database. Maintain file of the district's highways by route, direction and mileposts. Recommend updates to Central Office Traffic Engineering when discrepancies are found. Collect, download, enter and edit project level data, treatment costs, skid data, and deflection data. Maintain Records: Research information and update records or databases on for activities in assigned program area. Collect and verify project data, maintain files and recommend updates when discrepancies are found. Pavement Management Scheduling System (PMSS): Oversee PMSS Program. Manage District PMSS Users. Establish and update annual unit cost price structure. Provide guidance to District and Section PMSS Users. Provide Technical and Engineering Assistance to Personnel in Construction and Maintenance During Construction Phase of Pavements: Work with inspectors and materials technicians to ensure proper paving practices are followed. Assist with field assessment of paving materials and inspection. Assist in the investigation of reports pertaining to the Wet Accident Reduction Program. Conduct on-site reviews, coordinate non-destructive testing, review historical accident data, and consult with the Traffic Engineering Division. Assist in reviewing and developing maintenance schedules. Assist with other tasks as assigned. Special Studies: Perform special studies and assignments to support initiatives and decision making for assigned engineering program area. Prepare project related correspondence. Submittal of the District's Annual Maintenance Schedule Contracts: Perform contract development, project day presentation and contract preparation. Handle correspondence and coordinate with divisions having an interest in contracts. Enter contract data into databases. Technical Advice and Guidance: Serve as a technical resource and consultant to inspectors, contractors and agency management. Instruct and guide field staff to assure work conforms to Agency, OSHA, VOSH and contract safety policies, plans, specifications and contract documents. Time Management: Ensure work assignments are performed to achieve on schedule completion of activities on projects. Manage multiple projects and adjusts priorities as needed. Training: Assist in developing and performing employee training for assigned program areas. Assist in mentoring field staff and work with team members to monitor training programs. VDOT Representative: Represent VDOT with outside contacts, which include handling and resolving concerns of contractors and the public.

Knowledge of pavement materials properties, sampling and testing procedures. Skill in the use of computers and software applications. Technical knowledge of pavement management and methods.
Minimum Qualifications:
Ability to apply statistical concepts in analyzing data. Ability to obtain required materials certifications within reasonable period of employment. Ability to prepare oral and written technical reports. Ability to train and supervise others. Knowledge of engineering aspects of highway materials usage. Knowledge of highway construction and maintenance materials. Knowledge of material sampling and testing principles. Skill in the use of computers and software applications to include database applications. Valid driver's license.
Additional Considerations:
A combination of training, experience, or education in Engineering or related field desired. DEQ Erosion and Sediment Control Inspector or Designer certification. Experience in pavement management to include pavement ratings, properties, sampling and testing procedures. Guardrail (GRIT) certification. Hazardous Waste (DOT) - RCRA certification. Materials certifications including: asphalt, concrete, soils, aggregates, pavement markings, etc. Radiation Safety (Nuclear Guage) certification.
