These 2 positions work in-person at the WorkSource office in Sequim, WA.


These are project positions that are expected to last through June of 2026; however, we anticipate yearly renewal of funding.
These positions will be eligible for 1 day of telework per week after training, subject to supervisor approval




The ideal candidates for the WorkSource Specialist 4 roles are dynamic and resourceful professionals deeply committed to delivering customer-centered employment and training services. They possess a proven ability to conduct insightful individual assessments, manage complex caseloads, and facilitate critical support services to help job seekers overcome barriers and achieve sustainable employment.



Skilled in developing tailored employment service plans, they are adept at navigating program regulations, securing training resources, and guiding customers through every step of their workforce journey. Their coaching and mentoring skills enable them to connect meaningfully with individuals from diverse backgrounds, including those with significant employment challenges.



These candidates are also confident communicators and facilitators, capable of leading workshops and orientations that meet the unique needs of special populations. With a solid grasp of instructional strategies, they can adapt learning experiences to accommodate various styles and interests. They utilize labor market information and formal assessment tools to craft personalized employment and training solutions, bringing clarity and direction to each customer’s goals. Their background includes curriculum development and classroom instruction, reflecting a genuine commitment to educational and workforce empowerment.




Beyond individual service, the ideal candidates are skilled collaborators and community ambassadors. They build and maintain productive relationships with employers, partners, and service providers, actively promoting agency programs and cultivating job opportunities. Their organizational savvy enables them to manage records with precision and maintain compliance with program protocols. Develop and/or provide comprehensive, customer-centered employment and training services. This includes:


  • Conduct individual interviews to articulate program services and activities; identify components applicable to customer need; develop recommendations for continuous engagement


  • Manage caseload; provide case management; facilitate appropriate support services and/or make referrals; identify and evaluate barriers and explore solutions to assist in removing barriers; assist in obtaining needed documentation


  • Determine eligibility and/or appropriateness for program; enroll and explain program participation requirements; develop employment and training contracts and agreements based on applicable regulations, customer eligibility and assessment


Assess knowledge, skills, and abilities to assist in determining employment and training activities and benefits. This includes:


  • Administer a variety of assessments and informal and formal career tools; review and explain results; incorporate assessment results into employment plans in conjunction with relevant labor market information; prepare and present information to customer


  • Develop and utilize a variety of instructional strategies appropriate to the needs of students, including the integration of technology, and guest speakers



Perform records management functions in accordance with agency and program procedures. This includes:


  • Monitor WorkSource program performance management activity using agency reporting systems; create and disseminate program reports as required by supervisors and managers; comply with state and federal case management protocols and data entry procedures


  • Record and maintain case notes, service plans, program-related expenditures, and exit outcomes; coordinate with other employment and training programs as necessary; enter new and/or updated data in multiple data management systems

  • One year as a WorkSource Specialist 3 or equivalent class within the Employment Security Department, or another state’s Employment Security agency


  • ORA Bachelor's degree in social science, business administration or related field and three years of professional level experience in workforce development, social or human resource services, public relations, or professional public contact work


  • ORA combination of education and/or relevant experience equal to 7 years

The required experience includes:

  • Employment Needs Assessment:Ability to gather and interpret information about acustomer’s skills, education, work history, and career goals to create a plan that supports

their path toward sustainable employment


  • Problem Solving and Barrier Resolution:Proficiency in analyzing an issue to detectissues/barriers, identifying solutions, and connecting customers with appropriate resources

and services to overcome those barriers.


  • Employment Action Plan Development:Ability to structure personalized reemployment &career growth strategies.


  • Customer Motivation and Career Planning:Ability to encourage workforce engagement


Special Requirements/Conditions of Employment:

  • Must be able to pass an Unemployment Insurance (UI) and Paid Family Medical and Leave (PFML) claim and fraud check.
