Job Title: Workforce Development Manager/Rural Health Behavioral Health Workforce Coordinator (HYBRID)

About the Role

We are seeking a Rural Health Behavioral Health Workforce Coordinator to support the implementation of Indiana’s 5-year Rural Health Transformation Program (RHTP).

This role plays a critical part in strengthening the rural behavioral health workforce by expanding, training, and supporting key roles such as Certified Peer Support Professionals (CPSPs), social workers, nurses, and other frontline professionals.

The ideal candidate will drive workforce strategy execution, ensure compliance with CMS guidelines, and collaborate with statewide stakeholders to improve behavioral health outcomes across rural communities.

Key Responsibilities

Workforce Development & Coordination

  • Lead implementation of statewide behavioral health workforce initiatives
  • Coordinate recruitment, training, and placement with providers and training partners
  • Support development of career pathways, competency frameworks, and workforce standards
  • Identify workforce gaps and recommend strategic solutions
  • Promote workforce opportunities across rural communities

Grant & Program Administration

  • Support administration of workforce-related grants under RHTP
  • Monitor program compliance with state and federal guidelines
  • Track budgets, milestones, and workforce performance metrics
  • Maintain audit-ready documentation and reporting systems

Technical Assistance & Collaboration

  • Partner with statewide technical assistance providers
  • Participate in workgroups, trainings, and statewide planning initiatives
  • Align workforce strategies with CMS and state priorities
  • Share insights, challenges, and best practices across stakeholders

CMS Reporting & Performance Monitoring

  • Coordinate data collection on workforce recruitment, training, and retention
  • Ensure timely and accurate reporting for state and federal requirements
  • Monitor performance against CMS-defined metrics
  • Support corrective action planning when needed

Stakeholder Engagement

  • Serve as liaison between FSSA and healthcare providers, training institutions, and community organizations
  • Build and maintain strong partnerships across rural communities
  • Ensure workforce strategies reflect local needs and priorities

Program Implementation Support

  • Assist partners in interpreting workforce policies and requirements
  • Track statewide progress and address implementation challenges
  • Support development of innovative workforce models and pilot programs

Required Qualifications

  • Bachelor’s degree in Public Health, Health Administration, Public Policy, Workforce Development, Education, Business Administration, or related field
  • Minimum 5 years of experience in workforce development, program management, grant administration, or related area
  • At least 3 years of experience in compliance, budgeting, and reporting for state or federal grants
  • Experience working with healthcare organizations, rural communities, or public health systems
  • Strong understanding of workforce development strategies and training programs
  • Proven ability to manage multiple projects with strong attention to detail
  • Excellent communication, facilitation, and stakeholder engagement skills
  • Ability to work independently in a field-based environment

Preferred Qualifications

  • Experience with CMS-funded programs or large-scale workforce initiatives
  • Familiarity with Indiana’s rural healthcare landscape
  • Experience collaborating with statewide associations or multi-stakeholder coalitions
  • Knowledge of behavioral health workforce models (e.g., CPSP) and rural care delivery
