ABOUT THE DEPARTMENT:The Department of Public Works is responsible for developing and maintaining the City's infrastructure, which encompasses many areas. The Department has seven Divisions which include Administration, Fleet Maintenance, Parks and Trees, Refuse, Street Maintenance, Water/Sewer and Engineering. The Director of Public Works oversees these Divisions and the Department's 53 employees. The mission of the Public Works Department is to ensure that city facilities, equipment and public areas are properly maintained and to provide outstanding customer service for the citizens and visitors of La Habra.

ABOUT THE DIVISION:The Water/Sewer Division is responsible for maintaining the City’s water and sewer systems. The City’s water system provides water service to more than 13,000 service connections. Each connection is metered with meter readings collected each month.

ABOUT THE POSITION:Under immediate supervision, the Water Services Technician I maintains water meters, reads meters and records readings; assists in the installation, repair and replacement of water mains, water meters and other water facilities; responds to consumer requests; disconnects/connects services; operates and maintains tools and equipment; and performs related work as required.

ESSENTIAL DUTIES(Duties may include, but are not limited to the following):

  • Reads water meters in an assigned area and records the reading.
  • Turns water service off and on.
  • Maintains and repairs water structures and water pumping equipment.
  • Assists in the operation of water treatment plants when necessary.
  • Manually digs and back-fills trenches and holes.
  • Maintains accurate service records and prepares reports on work performed.
  • Assists in removing or replacing various types of pavement, asphalt, sod, and landscape.
  • Sets up and removes barricades, cones, warning signs, flags, and lights.
  • Assists in the installation, repair, and cleaning of pipes, mains, meters, and valves using various power and hand tools.
  • Exercises water valves and fire hydrants.
  • Assesses and makes repairs to minor electrical and plumbing problems.
  • Locates, inspects, and tests water lines and sources of leaks. Assists in repairing meter leaks when necessary.
  • Operates, cleans, and maintains tools and equipment such as tractors, graders, water truck, or backhoes as necessary or as directed.
  • Responds to consumer requests regarding water pressure, volume, quality, and consumption.
  • May serve as after-hour duty person on a rotating basis/subject to after-hours emergency response.
  • Complies with CAL-OSHA personal and equipment safety regulations, observes proper safety precautions and maintains tools, supplies, equipment, and the work site in a safe condition; cleans up work area after the job is completed.
  • Performs related duties as required.

QUALIFYING KNOWLEDGE, SKILLS, AND ABILITIES:

Knowledge of:

  • Tools and methods of labor.
  • Practices, methods, materials, and equipment used in the maintenance and repair of water meters and all types of backflow prevention devices.
  • Safe work practices and principles of safe driving practices.

Skill and Ability to:
  • Post data accurately on forms and prepare simple records.
  • Read and interpret street maps.
  • Follow written and oral instructions.
  • Work safely around mechanical equipment.
  • Learn basic computer operations.
  • Establish and maintain effective relationships with others.
  • Provide excellent customer service to members of the community and all those contacted while performing job functions.

PHYSICAL QUALIFICATIONS: Position requires heavy physical work; frequent pushing, pulling, climbing, stooping, bending, and lifting up to 75 pounds; requires manual dexterity in using minimal skill tools such as shovels, rakes, and hand tools; working in locations usually open and exposed to varying weather; regularly working near moving vehicles; may be exposed to wet and/or humid conditions and moderate to loud noise level environments. May be required to wear a respirator. In accordance with OSHA regulations, employees are prohibited from having facial or head hair that impedes the effectiveness of respirator equipment.

TRAINING AND EXPERIENCE:High school diploma or equivalent and experience in water system installation/maintenance.

CERTIFICATES OR LICENSES:Must possess a valid Class C California driver’s license and be able to obtain and maintain aCalifornia Class B driver’s license with tanker, airbrake and manual transmission (stick) endorsements prior tocompletion of probation.

WATER DIVISION:Must hold or obtain a Water Distribution System Operator Grade II certificate and a Water Treatment System Operator Grade I certificate within 18 months of appointment.

SPECIAL CONDITIONS:

Public Employee Disaster Service Worker:In accordance with Government Code Section 3100, all La Habra city employees are required to perform assigned disaster service worker duties in the event of an emergency or a disaster.
