Job Purpose:
Serves as the Chief Human Resource Officer. The VP of HR provides executive-level leadership in developing and executing human resources systems and strategy supporting the college’s overall business plan and strategic direction. Responsibilities include performance management, talent acquisition, change management, organizational design, employee relations, classification and compensation, benefits administration, HR information systems, and professional development. Provides HR strategic leadership aligned with the College’s goals, initiatives, and objectives.
Job Duties:
- Strategic Leadership: Leads and serves as an advisor to the President for matters related to human resources, including organizational structure, and is responsible for performing professional and administrative duties as assigned by the President. Serves as a member of the Executive Leadership Team and a strategic business advisor to senior management of each division regarding key HR issues. Serves as the primary contact to the SBTCE System Office, State and Federal Compliance Offices, and employment legal counsel.
- HR Management and Administration: Directs the delivery of college HR functions (employee relations, classification, compensation, performance management, benefits, training, and talent acquisition and onboarding). Supervises, plans, and directs initiatives and strategies to broaden the effectiveness and efficiency of the HR system. Implements HR efforts that effectively communicate and support TCL’s strategic vision and institutional objectives. Manages functional aspects of HR systems to ensure functionality is continuous, sustainable, reliable, and complies with procedures and methods of accountability. Develops and implements comprehensive classification, compensation, and benefit plans that are competitive and cost-effective. Serves as the EEO/AA Officer and Title IX Officer on matters involving employees.
- HR Talent Management: Oversees the development and execution of comprehensive strategic recruiting and retention plans to meet human capital needs and strategic goals of the College. Ensures compliance with all regulatory agencies and accreditation bodies by continually monitoring College-wide, employee-related practices against system updates and enhancements. Responsible for the HR administrative system, ensuring integrity and security of the data, and implementation of system updates and enhancements. Oversees the data integrity of all employee information. Implements strategies and tactics that include recruitment, retention, and inclusion of talented associates from a wide range of backgrounds, qualifications, and experiences.
- Employee Relations: Manages employee relations functions by applying sound judgment and technical expertise to investigate, assess, and resolve complex workplace issues. Exercises independent judgment and a higher level of decision-making in the interpretation and application of HR regulations and interacts with College attorneys as needed. Oversees, counsels, guides, and advises in complaint resolution, grievances, performance and corrective action plans, and any other related employee relations matters, including discipline, employee separation, and compliance processes for the College.
- HR Policy and Procedure: Leads the development and recommendation of HR policies, personnel processes, and organizational changes aligned with the College’s strategic plan. Ensures compliance with SBTCE and DSHR requirements. Monitors HR trends, legislative changes, and regulatory updates impacting employment practices. Interprets policies and educates faculty and staff while supporting operational effectiveness and best practices across the College.
- Budget and Reporting: Directs the development and management of the HR operating budget and ensures responsible use of allocated funds. Oversees the preparation and submission of detailed HR related reports and statistics including but not limited to IPEDS, Faculty Record, EEO Report to the General Assembly and SC Human Affairs Commission (SCHAC), annual and fiscal year HR reports required by legislation and the Division of State Human Resources (DSHR), and related SCC aggregated data. Serves as institutions Telecommuting Officer.
- Supervision: Leads and supervises HR staff to ensure alignment with the College’s mission and strategic priorities. Establishes a unified vision for HR operations and ensures staff focus on achieving organizational goals through professional development, training, continuous improvement, and talent retention.
- Conducts research and special projects.Performs other duties as assigned.
Master's Degree plus 7 years of progressively responsible related experience.
