Solutions Development & Technical Leadership

  • Lead the solutions architecture function, owning the quality, consistency, and strategic alignment of all technical solutions developed in support of proposal efforts.
  • Translate emerging technologies, delivery methodologies, and customer mission requirements into differentiated solution concepts that strengthen TekSynap’s competitive position.
  • Serve as the primary bridge between the CTO organization, contract delivery teams, and the growth/BD function — synthesizing TekSynap’s technical capabilities into clear, compelling, and compliant proposal content.
  • Ensure all solutions are technically sound, cost-realistic, and directly aligned with customer mission objectives and acquisition strategies.
  • Stay current on relevant technology trends across AI/ML, cloud, cybersecurity, data analytics, and enterprise IT, and their practical application in the federal market.

Proposal & Capture Support

  • Partner closely with capture managers, proposal managers, and BD leads to develop winning technical solutions for competitive federal procurements across full-and-open environments.
  • Define and lead the solution architecture process across the proposal lifecycle — from early opportunity shaping through color team reviews and final submission.
  • Oversee the development of technical volumes, architecture diagrams, solution narratives, staffing approaches, and related proposal artifacts.
  • Drive consistency and quality across all technical proposal content, ensuring compliance with RFP requirements and alignment with established win themes.
  • Manage competing deadlines and solution priorities across a concurrent pipeline of active pursuits.

Team Leadership & Development

  • Lead, manage, and develop a team of solution architects — setting clear performance expectations, providing ongoing coaching and feedback, and building a high-performance, high-resilience team culture.
  • Recruit and retain top-tier technical talent with federal market and proposal development experience.
  • Create a team environment that balances creative problem-solving and technical innovation with the structure, accountability, and discipline required in a proposal-intensive operation.
  • Build and maintain processes, tools, and reusable content libraries that improve team efficiency, consistency, and solution quality over time.
  • Sustain team morale and foster resilience through the inherent time pressure and competitive intensity of the proposal environment.

Cross-Functional Collaboration

  • Operate as a key member of the growth leadership team, contributing to pipeline strategy, bid/no-bid decisions, and resource planning across the pursuit portfolio.
  • Collaborate closely with the CTO organization to understand TekSynap’s evolving technical capabilities and ensure they are accurately and compellingly represented in proposals.
  • Engage program delivery leaders and subject matter experts on active contracts to ground solutions in real-world performance, past performance evidence, and lessons learned.
  • Support executive briefings, orals preparations, and customer engagements where technical solution concepts are presented or defended.

REQUIRED QUALIFICATIONS

  • 12+ years of progressive experience in solutions architecture, systems engineering, technical proposal development, or a closely related discipline, with at least 5 years in a leadership role with direct team management responsibility.
  • Proven experience in the federal government contracting market, with demonstrated success supporting competitive proposals across DoD, Civilian, or Intelligence Community customers.
  • Strong technical foundation across one or more of TekSynap’s core capability areas: IT infrastructure and managed services, cybersecurity, cloud computing, AI/data analytics, or professional and engineering services.
  • Demonstrated ability to develop technically credible, compliant, and competitive solutions for full-and-open federal procurements in response to RFPs and RFIs.
  • Proven track record of managing and developing high-performing technical teams in a deadline-driven, proposal-intensive environment.

  • Established relationships and credibility within the federal IT contracting and GovCon solutions community
