The principal function of an employee in this class is to supervise, plan, and direct the operation, maintenance, and repair of the Water Distribution and Wastewater Collection systems. The Utilities Supervisor provides leadership to assigned staff, establishes performance expectations, and ensures compliance with operational guidelines and City policy, while stressing the importance of safe work practices. This employee works under the general direct supervision of the Public Works Director or Deputy Public Works Director as designated by the Public Works Director but is expected to exercise independent judgment and initiative in prioritizing work, responding to emergencies, and managing staff and resources. Work is performed in both office and field environments, with approximately equal time spent on administrative functions (planning, coordination, reporting, and staff management) and field oversight (construction inspection, crew supervision, and operational response). This position may require stooping, pushing, pulling, climbing, working on ladders, and working in enclosed and confined spaces.



INFORMATION REGARDING COMPENSATION:
The full salary range for the position is $68,500/hr. - $93,536/hr.
The general hiring range for the role is $68,500/hr. - $76,561/hr.
The hiring salary will depend on the candidate’s experience, qualifications, and education

  • Schedules maintenance and repairs on Water Distribution and Wastewater Collection division vehicles and equipment
  • Assists in preparation and implementation of the Water Distribution and Wastewater Collection budgets
  • Monitors departmental spending to ensure compliance with the budget and ensures procurement follows the adopted City Procurement Policy.
  • Participates in short and long-range planning for Water Distribution / Wastewater Collection Divisions maintenance and improvements
  • Maintains updated mapping of the Water Distribution and Wastewater Collection system
  • Develops long-term and short-term maintenance and capital improvement recommendations
  • Coordinates with engineering staff on capital projects and provides field input on constructability and long-term maintenance
  • Works with the Street Supervisor, WTP Supervisor, WWTP Supervisor, and the Building Official to address and resolve daily problems, complaints, and inquiries regarding the Public Works department
  • Implements, enforces, and holds staff accountable for compliance with safety programs and safe work practices
  • Provides technical assistance for lift stations
  • Attends meetings and gives input regarding City policy revisions
  • Supervises records and reports for Water Distribution and Wastewater Collection Divisions
  • Determines daily work priorities and directs field operations based on system needs and risk
  • Authorizes routine maintenance and emergency response actions within Council approved budgets and department and/or City policies
  • Ensures that all necessary supplies, equipment and personnel are available
  • Prepares work schedules and coordinates work activities of direct reports.
  • Recommends policy and operational procedure proposals to the Public Works Director and/or Deputy Public Works Director
  • Responds to complaints from the public
  • Leads or supports field response during emergencies
  • Ensures equipment, building and yard maintenance is performed
  • Troubleshoots operational problems and supervises corrections
  • Monitors crew performance and ensures accountability for work quality and productivity
  • Assists consulting engineers regarding pertinent projects
  • Reviews Wastewater Collection and Water Distribution construction and repair work for completion and quality
  • Responsible for managing inspections of all new construction pertaining to Wastewater Collection and Water Distribution to meet required standards
  • Reads and interprets blueprints, job orders, and job specifications
  • Charges work and supplies to appropriate accounts
  • Assists in the selection of permanent and temporary employees
  • Approves/denies employee leave requests
  • Completes employee performance reviews for direct reports
  • Makes recommendations regarding employee commendations and discipline
  • Advises Public Works Director and/or Deputy Public Works Director in a timely manner regarding all Water Distribution and Wastewater Collection operations, emergencies and overall condition of the City’s water and sewer systems
  • Advises Public Works Director and/or Deputy Public Works Director on present and future regulatory requirements relevant to the departments
  • Provides appropriate reports to the Public Works Director and/or Deputy Public Works Director
  • Ensures compliance with all regulatory agencies
  • Directs appropriate follow-up and reporting of problems and solutions
  • Ensures safety standards are presented in training and carried out in practice

Knowledge of:

  • Equipment, instrumentation, materials, methods and techniques used in Wastewater Collection and Water Distribution maintenance and construction activities
  • Occupational hazards and safe working practices involving construction and maintenance activities and heavy equipment operation

Experience:
  • High School diploma or GED is required, and college level coursework in math, civil engineering and/or construction management courses is desirable; and
  • Four (4) years training and/or experience in water distribution and wastewater collection, mechanical and constructional equipment, surveying, engineering science, basic math, and personal computers; and
  • Supervisory or lead experience in utility or public works operations preferred; or
  • Any equivalent combination of experience and training which provides the knowledge and abilities necessary to perform the work of an Utilities Supervisor
LICENSES & CERTIFICATIONS
  • Possess Idaho Water Distribution Operator Class III and Idaho Wastewater Collection Operator Class III license or the ability to obtain Class III licensure in both fields through endorsement from the Idaho Board of Drinking Water and Wastewater Professionals within six months of hire
  • Valid Class A Idaho Commercial Driver’s License with a Tanker endorsement; must be insurable
  • Shall obtain and maintain certification as a traffic control supervisor within 1 year of hire
