  • As a Transportation Specialist (Senior Advisor), you will: Develop recommendations on program and policy issues that involve all areas under the responsibility of HPL, such as: transportation performance management, stewardship and oversight, bridges and structures, asset management, pavements and materials design, contract administration, and construction. Analyze proposals, formulate positions, and provide expert advice to HPL leadership and staff on existing and proposed legislation, regulations, and policies that may affect HPL program responsibilities. Advise HPL leadership team on actions to improve internal and external program operations as indicated by changes in legislation, regulation, and policy. Exercise managerial responsibility over HPL program activities to align with FHWA's Enterprise Risk Management and other FHWA leadership priorities. Advise internal and external partners, as well as senior leadership and decision makers on developing, communicating, and enhancing HPL programs. The ideal candidate for this Senior Advisor position is a technical and policy expert with transportation experience in legislative, policy, and budget coordination and formulation; regulation development and analysis; and program delivery and implementation oversight of new or modified programs.

GOVERNMENT TRAVEL CARD: This position involves travel. A government contractor-issued travel card will be issued and must be retained for official business only. PROBATIONARY PERIOD: Applicants may be required to successfully complete a one-year probationary period (unless already completed). TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
