MajorDuties

  • You will serve as a TELECOMMUNICATIONS SPECIALIST in the LITTLE CREEK BASE COMMUNICATIONS OFFICE (BCO), HAMPTON ROADS BCO DIVISION, EXTERNAL SUPPORT DEPARTMENT at the NAVAL COMPUTER AND TELECOMMUNICATIONS AREA MASTER STATION ATLANTIC.
  • You will be responsible for receiving and analyzing telecommunications service requests (TSR) from host and tenant organizations.
  • You will perform frequent on-site inspections requiring examination of equipment/systems/facilities for sufficient functionality, and for adequate space and safety compliance.
  • You will consult with the heads of activities or departments to determine telecommunications requirements, or to study network traffic patterns.
  • You will prepare task orders to contract for regulated telecommunications services; and submit, along with other appropriate documentation, to contracting officials for authorization.
  • You will provide system administration for Avaya Definity and Communication Manager Telephone systems.
  • You will maintain liaison with various telecommunication contractors on such matters as equipment specifications, customer's requirements, installation, service quality, special services, and innovations.
  • You will request price information and oversee equipment installations and service schedules with appropriate vendors and customer personnel.

Education

SUBSTITUTION OF EDUCATION FOR EXPERIENCE: Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: Successfully completed a Ph.D. or equivalent doctoral degree in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled; OR Successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree in electrical or electronic engineering, mathematics, physics, public utilities, statistics, computer science, telecommunications management, information systems management, business administration, industrial management, or other fields related to the position to be filled; OR Successfully completed an LL.M. degree that is related to the position being filled. COMBINATION OF EDUCATION AND EXPERIENCE: Equivalent combinations of education and experience may be combined to meet the total qualification requirements for the position. Education completed in foreign colleges or universities may be used to meet the qualification requirements if the applicant can provide documentation indicating that the foreign education is comparable to that received in an accredited educational institution in the United States. This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled. The Cyber Interagency Transfer Authority (CITA) permits movement of CES employees appointed under Section 1599f of Title 10 U.S.C. and excepted service employees appointed under Schedule A, Section 213.3106(b)(11) of Title 5 CFR, into cyber workforce positions in the competitive service and movement of competitive service employees into DoD Cyber Workforce positions within the Military Departments and Defense Agencies.
