Technical Program Manager
Location: Owasso, Oklahoma
Department: Product Development / PMO
Reports To: Director of Engineering
Position Overview
We are seeking a highly driven Technical Program Manager (TPM) to lead and coordinate multiple complex programs and projects across our product development organization. This role is critical to ensuring execution excellence—balancing technical depth, schedule rigor, and cross‑functional alignment in a fast‑paced, dynamic environment.
The ideal candidate thrives in ambiguity, can manage competing priorities across parallel programs, and serves as the connective tissue between engineering, quality, manufacturing, supply chain, and leadership. Experience in regulated aerospace environments is highly desirable, with FAA PMA and DER processes considered a strong plus.
Key Responsibilities
Program & Execution Leadership
- Own end‑to‑end delivery of multiple concurrent product development programs, from concept through certification, production readiness, and sustainment
- Build and maintain integrated program plans, schedules, milestones, and interdependencies across engineering disciplines
- Drive execution against cost, schedule, technical, and compliance commitments
- Proactively identify risks, dependencies, and bottlenecks; develop mitigation plans and elevate issues with clear options and recommendations
Technical & Cross‑Functional Coordination
- Serve as the primary program interface between engineering, PMO, leadership, and cross-functional groups.
- Facilitate technical decision‑making by ensuring the right data, stakeholders, and trade studies are brought together at the right time
- Ensure alignment between engineering development plans and downstream needs (production, certification, customer delivery)
Governance, Communication & Reporting
- Establish strong program governance including cadence reviews, KPI tracking, and executive‑level reporting
- Provide concise, data‑driven program updates to senior leaders, highlighting progress, risks, and decision points
- Maintain clear documentation of program scope, assumptions, decisions, and changes
Process & Continuous Improvement
- Implement and improve program management processes, tools, and best practices to increase predictability and execution velocity
- Drive accountability and ownership across project teams while fostering collaboration and transparency
- Support scaling of the product development organization by standardizing planning, reporting, and execution frameworks
Required Qualifications
- Bachelor’s degree in Engineering, or a related technical field
- 5+ years of experience in technical program management, engineering project management, or systems-focused PM roles
- Proven experience managing multiple complex programs simultaneously in fast‑moving environments
- Strong technical aptitude with ability to understand engineering concepts, risks, and trade‑offs
- Demonstrated success working cross‑functionally with engineering, quality, manufacturing, and operations teams
- Excellent written and verbal communication skills—able to translate technical complexity into clear executive messaging
- Strong organizational skills with a bias for action, follow‑through, and accountability
Preferred / Nice‑to‑Have Experience
- Experience in regulated product development environments (aerospace, aviation, medical devices, automotive, defense, or similar)
- Familiarity with FAA PMA, DER, or certification‑driven development processes
- Experience working within Part 145, Part 21, or similar regulatory frameworks
- Exposure to hardware development lifecycles, certification artifacts, test plans, and technical data packages
- Experience supporting product transitions from development into production and sustainment
What Success Looks Like in This Role
- Programs are delivered on time, within scope, and with clear visibility
- Engineering teams are focused on execution—not firefighting due to misalignment or unclear priorities
- Risks are identified early, communicated clearly, and actively managed
- Leadership has confidence in program status, forecasts, and decision‑making
- Product development processes scale effectively as the organization grows
