  • The Administrative Office of the U.S. Courts (AO), Department of Administrative Services, Human Resources Office (HRO) is seeking an experienced Supervisory Human Resources Specialist to serve as the the Court Human Resources Division Chief. This position reports to the Chief Human Resources Officer. The Court Human Resources Division (CHRD) provides a wide variety of human resources (HR) services, including personnel action and payroll processing, HR advisory assistance, recruitment services, and operational policy guidance. The Supervisory Human Resources Specialist must have excellent communication, strong interpersonal, organizational, analytical skills, and experience leading and mentoring HR personnel. The ideal candidate must have experience in a team environment and the ability to work collaboratively with internal and external stakeholders. The duties of this position include, but are not limited to: Managing CHRD's Payroll Services, Staffing Services, and Recruitment Services branches, consisting of federal and contract staff. Managing personnel processing and suitability determinations for court units and federal public defender offices (FPDOs). Managing payroll operations for the judiciary. Managing personnel and benefits processing for judges, as well as oversight of the Online System for Clerkship Applications and Review. Ensuring CHRD supports the strategic goals of the judiciary and complies with applicable laws, regulations, and policies. Leading the CHRD in a manner that fosters productive and respectful work environment, ensures professional growth for staff, and builds strong working relationships with AO judiciary leadership while providing excellent customer service. Overseeing the management of CHRD work assignments and processes to ensure equity and efficiency, as well as cross-training and succession planning. Providing HR guidance, training, and counsel to judges, executives, human resources professionals, and supervisors in court units and FPDOs, including recruitment, position qualifications, position classification, compensation, and Judiciary appointing authorities. Identifying and overseeing the creation, dissemination, and implementation of resources, including checklists, how-to guides, FAQs, manuals, webinars, and standard operating procedures to expand staff knowledge of Judicial Conference policy and compliance. Representing CHRD during advisory group and council meetings and presenting on topics and issues impacting court HR policy recommendations, programs, and activities. Serving as the HRO subject matter expert on Human Resources Management Information System personnel and payroll processing to propose, direct, and coordinate efforts that comply with Judicial Conference policy. Collaborating with other HRO division chiefs to ensure integration across HR functional areas and with AO staff outside of the HRO to advance HRO and AO initiatives, including effective position management, classification, and staffing strategies. Ensuring CHRD Staff compliance with AO policies regarding leave and attendance, recruitment, performance management, travel, and employee recognition.
