The Accounting Supervisor oversees accounting activities, including accounts receivable and cash receipts, accounts payable, cash disbursements, and month-end accounting close activities. The role maintains the general ledger, prepares for the year-end audit, and prepares for timely and accurate financial reporting. The successful candidate will work closely with team members from all divisions of the Office of Clerk and Recorder and will assist the Chief Deputy and Clerk with special projects. Additionally, the Accounting Supervisor of the Clerk and Recorder's Accounting staff is responsible for managing revenue, expenditures, and capital assets for the divisions of the Office of Clerk and Recorder.


ESSENTIAL DUTIES AND RESPONSIBILITIES: The following examples are illustrative only and are not intended to be all inclusive:

Manage the revenue accounting of the Clerk and Recorder’s Office while balancing the daily receipts to the corresponding daily reports (County, Recording’s Landmark system, and the Department of Revenue Motor Vehicle and Driver’s License systems).

Monitor the accounts payable, accounts receivable, and non-sufficient funds collection processes.

Analyze the General Ledger Revenue and Expenditure accounts according to General Accepted Accounting Principles (GAAP).

Manage the purchasing functions of all divisions of the Clerk & Recorder’s Office.

Utilize revenue-tracking systems including the Department of Revenue Cash Tendering system, and the End of Day, Month, and Year reports.

Prepare monthly and yearly revenue analysis reports, monthly expenditure analysis of accounts, and prepare election cost analysis reports.

Facilitate the County Clerk’s annual budget process: analyze and prepare revenue and expenditure projections for the Administration annual budget, assist the other divisions in their annual budget preparation and monitor interim budget reports for accuracy and individual account status.

Monitor vendor contracts in accordance with County policy.

Acquire and maintain a highly technical working knowledge of relevant laws, regulations, policies, standards, procedures, and equipment.

Execute quality assurance measures to enforce check collection policies in compliance with state statutes, and administrative directives; ensures conformity of all necessary documentation and the appropriate collection of all assessed taxes and fees.

Serve as a liaison between Clerk & Recorder’s Office, representatives of business and industry, and clients. Provide and disseminate information, both orally and in writing, regarding statutory changes and policy modifications.

Effectively build and maintain strong working relationships with all co-workers, management, other agencies, and departments.

Lives out the Vision, Mission, and Core Values of the Clerk and Recorder’s Office, maintaining a supportive environment conducive to teamwork.

OTHER DUTIES:

Oversee and maintain petty cash disbursements and reconciliations.

May be assigned as a member of the State DRIVES Financial Advisory Committee.

Submit annual audits of County revenues to various state and local agencies.

Utilize the County’s systems and software, Recording’s Landmark system, the Department of Revenue Motor Vehicle system, and the Department of Revenue Driver’s License system. Also, utilize two credit card systems: the Colorado Pay Port system and Recording’s MSB credit card system in the daily and monthly revenue balancing.

May be assigned to support election division as needed.

Other duties as assigned.EDUCATION AND/OR EXPERIENCE: A bachelor’s degree in accounting/business and a minimum of three years of experience as a general accountant or government auditor. Federal, state, county, or municipal work experience a plus. Supervisory experience preferred. A combination of education and experience may be considered.

CERTIFICATIONS, LICENSES, & REGISTRATIONS: This position requires successful completion of a criminal background check including fingerprinting through a national database.
