Under general supervision of the Streets & Drainage Crew Leader(s), Superintendent, and/or Director, performs skilled and semi-skilled labor in the construction, repair and maintenance of city streets, rights of way, and storm drainage systems. Performs daily tasks in the Streets & Drainage Department including the operation of light duty equipment, performing manual labor in various weather conditions, and responding to emergency situations such as flooding and/or storm damage to ensure public roadways, drainage systems, rights of way, and other related infrastructure are safe, functional, and well-maintained. Employees in this class provide support in other city departments, such as special events as needed. Performs related work as directed.Essential functions, as defined under the Americans with Disabilities Act, may include any of the following representative duties, knowledge, and skills. Essential duties and responsibilities may include, but are not limited to, the following:
  • Operate various types of hand-held, manual, gas, or electrically powered tools/equipment such as push mower, weed eater, chain saw, jackhammer, etc., as required for the installation, repair, and maintenance of city streets, roadways, alleys, sidewalks, drainage systems, and rights of way.
  • Maintain city streets and related areas to include repairing asphalt/potholes/concrete, utility cuts, and city construction activities.
  • Assist with street striping and signage installation.
  • Maintain city drainage systems and rights of way and related areas to include installation and repair of sidewalks and curbing; install, inspect, repair and/or clean debris/sediment from drainage system grates, inlets and culverts, trim and remove vegetation; install/replace and/or repair signs.
  • Assure completion of regularly scheduled and documented vehicle and equipment maintenance and records.
  • Maintain records concerning work orders and inventory of parts, materials, and supplies utilized in the field.
  • Under guidance of crew leader, and/or superintendent, and/or director, perform traffic control duties, install and remove traffic control devices, signs, and caution indicators as required per work site in accordance with safety standards.
  • Attend periodic safety meetings as required in accordance with department policy.
  • Follow safety procedures and wear appropriate personal protective equipment (PPE).
  • Document work completed and report infrastructure issues.
  • Regular and consistent attendance for the assigned work hours, Monday – Friday, 7:00 a.m. – 3:30 p.m., is essential. Leave scheduled should be managed so as to not interfere with the ability to accomplish tasks, including special projects and assignments with deadlines.
  • Required to remain available for immediate call-in due to any natural or man-made disaster, as directed by the City Manager.
  • Required to work assigned on call duty and overtime as needed.
  • Must be available for weekend or night callouts when necessary.

MARGINAL JOB FUNCTIONS
  • Provide support to other department functions as needed such as special events.
  • May operate light to heavy duty equipment, i.e. striping machine, tractors and shredders, sweepers, rollers, skid steers, dump trucks, water trucks, upon demonstrating essential skill levels for safe and effective operation of assigned equipment.
  • Performs related work as directed.

Training and Experience Guidelines:

Six (6) months to one (1) year of work experience that demonstrates the ability to safely and effectively operate a variety of light duty equipment associated with maintenance of city streets, rights of way, and drainage systems, or an equivalent combination of education, training, and experience.


Licenses and Certificates:

Valid Texas Class “C” Driver License with an acceptable driving record to be maintained throughout employment.


Knowledge, Skills, and Abilities:

  • Considerable working knowledge of the occupational hazards and safety precautions of the work.
  • Working knowledge of safe and effective operation of light duty equipment and hand-held gas, diesel, or electrically powered tools used in the construction, maintenance, and repair of City streets, roadways, rights of way, drainage systems, sidewalks, and other related infrastructure.
  • Knowledge of traffic control and safety regulations.
  • Ability to comprehend, receive, and follow oral and/or written instructions.
  • Ability to comprehend and retain knowledge of the practices and materials utilized in the installation, maintenance, and restoration and repair of streets and drainage systems.
  • Ability to work outdoors in extreme weather conditions.
  • Ability to lift 50+ pounds regularly.
  • Ability to work as part of a team.
  • Ability to establish and maintain effective working relationships with supervisors, fellow employees and the public.


Physical Requirements

Include but are not limited to:

  • Some tasks involve frequent walking, standing; some lifting and carrying moderate weight (12-20 pounds); and/or the operation of vehicles, shop or hand tools in which manipulative skills and hand-eye coordination are important ingredients of safe/productive operations.
  • Some tasks involve the regular, and at times sustained, performance of heavier tasks such as walking over rough/uneven surfaces, bending, stooping, working in confined spaces, and lifting/carrying heavy (20-50 pounds) items and occasionally heavier (100 pounds +) items.
  • Some tasks involve the frequent use of coordination and manipulative skills in performing a variety of tasks with the full range of hand and power tools and shop equipment; or the skilled and complex operation of equipment calling for adherence to exacting standards of depth, grade, dimensions, and contours.


Environmental Requirements

Include but not limited to:

  • Exposure to adverse environmental conditions such as dirt, rain, poison ivy and oak.
  • Exposure to extreme heat/cold or inclement weather conditions.
  • Exposure to dust or pollen.
  • Some tasks may require exposure to strong odors and/or smoke.
  • Some tasks may require exposure to strong and/or toxic chemicals.

  • Some tasks may require color perception and discrimination.
