Pay Rate: $42.31 – $63.69
Location: Hybrid – Richmond, VA (onsite 2–3 days/week)
Schedule: Standard business hours (8–5 / 9–5)
Must-Haves:
- Strong knowledge of PMBOK / Project Management Body of Knowledge
- Prior state or local government project experience
- Proven experience with project governance
- Hands-on change management and scope control
- PMP certification or VITA PM certification
- Experience managing 3–4 concurrent projects
- Strong written and verbal communication skills
- Proficiency with MS Word and MS Project
- Experience producing PMO governance artifacts: Change control logs, Project schedules, Status reports
- Solid understanding of: Schedule Performance Index (SPI), Project lifecycle methodologies,
- General (non-technical) knowledge of: Information security concepts, SDLC, Cloud architecture
Plusses:
- Experience supporting or working within a PMO
- Background managing public-facing facilities or infrastructure-adjacent projects
- Experience backfilling or stabilizing programs after senior PM transitions
- Familiarity with municipal departments (parks, libraries, fleet, facilities)
Day-to-Day:
- Lead and govern multiple concurrent projects (3–4 at a time)
- Take over projects from a retiring senior PM and ensure continuity
- Manage projects including: Library space reservation system initiatives, Parks projects and facility replacement efforts, Fleet department initiatives, Smaller, tactical departmental projects
- Drive project planning, execution, and delivery using PMBOK standards
- Own change management, scope control, and risk mitigation
- Develop and maintain schedules in MS Project
- Track and report project performance metrics (including SPI)
- Create and manage PMO artifacts and documentation
- Facilitate stakeholder communication across departments
- Support governance reviews and decision-making forums
