The Strategic Sourcing & Procurement Professional is a seasoned sourcing lead responsible for designing and executing strategic sourcing initiatives for complex goods and services. This position is centered on third-party expense management and category strategy supporting Global Technology Services (GTS) and IT Management Services.


In partnership with internal stakeholders, this person identifies savings opportunities, manages supplier relationships, and negotiates strong commercial and contractual outcomes—while ensuring alignment with company policies and sourcing best practices. Covered spend areas include FinOps, End User Support, Global Technology Operations (Compute/Storage, IaaS), Cloud Engineering, and Enterprise Technology (ETOC) such as Network Technologies, Digital Workplace Solutions, Endpoint Resilience/Technology, Telecom, and Collaboration Technology.


Key Responsibilities:

Strategic Sourcing Strategy & Planning

  • Perform market and supplier research to understand trends, capabilities, and competitive dynamics.
  • Create category sourcing strategies that define savings targets, supplier selection approach, and risk mitigation plans.
  • Partner with stakeholders to gather business requirements and convert them into clear sourcing needs.


RFx Leadership (RFI/RFQ/RFP)

  • Own the end-to-end design and delivery of RFx events (RFI, RFQ, RFP).
  • Review and assess supplier responses across pricing, quality, delivery, service levels, and other key criteria.


Negotiation & Contracting

  • Build negotiation plans and lead discussions involving complex terms and conditions.
  • Negotiate pricing, service, and legal/commercial terms to optimize value while managing risk.
  • Draft, negotiate, and maintain master agreements in collaboration with legal and business partners.


Supplier / Vendor Management

  • Develop strong working relationships with strategic suppliers and address performance gaps as they arise.
  • Track supplier delivery against contractual obligations, KPIs, and service expectations, driving continuous improvement.


Cost & Value Optimization

  • Analyze spend and supplier data to uncover opportunities for savings and operational improvement.
  • Apply cost modeling and total cost of ownership (TCO) analysis to compare options and support decisions.


Stakeholder Partnership

  • Provide clear updates on sourcing strategies, timelines, and results to stakeholders and leadership.
  • Set expectations early and manage concerns proactively throughout sourcing efforts.


Required Skills:

  • 7+ years of advanced strategic sourcing experience, with deep capability in technology procurement.
  • Strong knowledge of sourcing frameworks/methodologies and contract law.
  • Demonstrated success negotiating SaaS and cloud-based enterprise applications at scale in a global environment.
  • Ability to summarize options and recommendations clearly and concisely for decision-makers.
  • Strong skills in spend analytics, data analysis, and financial modeling to support savings initiatives.
  • In-depth understanding of technology and labor supplier markets, industry trends, and competitive landscape.
