  • VA Careers - Social Work: https://youtube.com/embed/enRhz_ua_UU The duties of this position include but are not limited to the following: The social worker will provide Mental Health services to the Veteran population enrolled in a BHIP location of the VA Portland Health Care System. Clinical services include provision of high-quality care coordination, psychosocial assessment, counseling, advocacy, and coordination of linkages to other appropriate VA or community service providers/agencies as needed by the Veteran. This is accomplished in collaboration with other members of the Mental Health Division or other interdisciplinary treatment teams as appropriate. As the primary same day access provider for the clinic the social worker will provide rapid assessment of Veteran needs and appropriate treatment planning. The social worker will review all safety concerns especially harm to self or others and follow appropriate protocols. The social worker will conduct Needs Assessment and Intervention Plan to engage the Veteran in goal planning, evaluation, and intervention. He/she demonstrates an understanding of current and advanced techniques to the treatment of this Veteran population related to their physical limitations, psychological needs, psychiatric conditions, environmental needs, and age associated illnesses and conditions. The social worker is the subject matter expert on VA and/or community resources. The social worker will collaborate with other service providers in reassessing the Veteran's needs. The social worker is responsible for educating the Veteran and family members/significant others of the available services and assisting them in establishing the appropriate referrals based on the Veteran's preference or that of his surrogate decision-maker. The social worker serves as the Mental Health Treatment Coordinator for all Veterans treated by their BHIP. The also oversee population-based interventions and metrics to track and enhance care for all Veterans served by the team. The social worker uses these metrics to facilitate daily team huddles about Veterans scheduled to be seen that day to ensure the team is aware of recent changes in treatment needs or risk factors. Serving as the MHTC the social worker works with the Veteran to develop and maintain a treatment plan which is reviewed every 6 months. The social worker coordinates with specialty mental health to develop the treatment plan and facilitate transfers between programs. The social worker is experienced in making rapid assessments and developing crisis management plans. The social worker takes the lead in assisting clinic staff during a crisis facilitating inpatient admission or outpatient management of the crisis. They conduct safety plans and coordinate with other providers. The social worker has the ability to engage individuals and their families or other support systems about their mental health needs and can facilitate discussions around these needs in individual and group formats. The social worker provides education related to VA and community resources, entitlements, Advance Directives/Living Will and will refer Veterans and family members/significant others to the appropriate interdisciplinary team member for identified health education needs. The social worker will enter all Veteran/family contacts in the electronic record using appropriate formats and templates. This information will be entered in a complete, confidential, and professional manner to ensure information on the Veteran is shared with other VA staff. This information will be reviewed on a regular basis. The social worker will establish and maintain positive working relationships with employees, volunteers, consumers and stakeholders within the VA and outside community agencies. The social worker will attend all appropriate staff meetings (i.e. team meetings, committee meetings, workgroups, etc., as appropriate) and perform other duties as required. The social worker will collaborate in the performance improvement processes and comply with performance measures as required by the VA for their specific population and/or program. The social worker will participate in activities that obtain feedback from clients and work to enhance services as needed. When applicable, the social worker can provide orientation and coaching to new social workers and social work graduate students. They also can serve as a field instructor for social work graduate students who are completing VHA field placements. The following is the standard grandfathering policy for all title 38 hybrid qualification standards. Please carefully review the qualification standard to determine the specific education and/or licensure/certification/registration requirements that apply to this occupation. (1) All persons employed in VHA in this occupation on the effective date of this qualification standard are considered to have met all qualification requirements for the title, series and grade held, including positive education and licensure or certification that are part of the basic requirements of the occupation. For employees who do not meet all of the basic requirements in this standard, but who met the qualifications applicable to the position at the time they were appointed to it, the following provisions apply: (2) Such employees in an occupation that requires a licensure or certification, may be reassigned, promoted up to and including the full performance (journey) level, or changed to lower grade within the occupation, but may not be promoted beyond the journey level or placed in supervisory or managerial positions. (3) Employees who are appointed on a temporary basis prior to the effective date of the qualification standard may not have their temporary appointment extended or be reappointed, on a temporary or permanent basis, until they fully meet the basic requirements of the standard. (4) Employees initially grandfathered into this occupation, who subsequently obtain additional education and/or licensure/certification/registration that meet all of the basic requirements of this qualification standard must maintain the required credentials as a condition of employment in the occupation. (5) If an employee who was retained in an occupation listed in 38 U.S.C. § 7401(3) under this provision leaves that occupation, the employee loses protected status and must meet the full VA qualification standard requirements in effect at the time of reentry to the occupation. NOTE: If social workers covered under the grandfathering provision of the 1991 Federal law regarding licensure or certification of VHA social workers leave the GS0185 social work series, they lose the grandfathering protection. If they choose to return at a later date to the GS-0185 series, they must be licensed or certified to qualify for employment as a social worker. (c) Different states have different levels of licensure or certification, making it difficult for VHA staff to determine the independent practice level. Each state, Puerto Rico, and the District of Columbia completed surveys identifying the level of licensure or certification allowing independent practice. Copies of the surveys are on file in the VHA Office of Care Management and Social Work Services, and a summary spreadsheet of the levels of licensure or certification is available to social work professional standards board members for purposes of determining whether the social worker's level of licensure or certification meets the VHA qualification standards. All states except California use a series of licensure exams administered by the ASWB. Information can be found at https://www.aswb.org/. The ASWB is the association of boards that regulates social work. ASWB develops and maintains the social work licensing examination used across the country and is a central resource for information on the legal regulation of social work. The ASWB offers three examinations. The master's examination is generally used by states for the independent practice level of licensure or certification, while the advanced generalist and the clinical examinations are used for the advanced practice level of licensure or certification. Differences between the master's and the advanced exams demonstrate the expectation that advanced practice social workers will have a more sophisticated knowledge of practice theory and its application. (2) Failure to Obtain License or Certification. In all cases, social workers must actively pursue meeting state prerequisites for licensure or certification starting from the date of their appointment. Failure to become licensed or certified within the prescribed amount of time will result in removal from the GS-0185 social worker series and may result in termination of employment. (3) Loss of Licensure or Certification. Once licensed or certified, social workers must maintain a full, valid, and unrestricted independent license or certification to remain qualified for employment. Loss of licensure or certification will result in removal from the GS-0185 social worker series and may result in termination of employment.
