The County of Yolo Health and Human Services Agency (HHSA) is recruiting to fill two (2) regular, full time Service Center Administrative Specialist positions in the Eligibility and Employment Services branch. These positions may be assigned to any of the Agency's service center locations, including Woodland, West Sacramento, Davis, and Winters.
This position requires incumbents to work onsite. Incumbents must be able to work independently with minimal supervision, as well as be a good team player, work well in a fast-paced environment, and be culturally sensitive to the customers we serve.

DISTINGUISHING CHARACTERISTICSThe Service Centers Administrative Specialist class is a specialized clerical classification used within the Service Centers Branch of the Health and Human Services Agency (HHSA). Incumbents have primary responsibility for initial community benefits and referrals application screening interviews and related functions, in addition to the performance of other responsible clerical and administrative support functions, including explaining policies and procedures, and making appropriate referrals for community benefits, internal resources and referrals programs.
The Service Centers Administrative Specialist class is distinguished from the Administrative Clerk series in that the Service Centers Administrative Specialist performs initial community benefits and referrals program application review and interviews, in addition to other non-public assistance customer service duties typically performed by Administrative Clerks. The Service Centers Administrative Specialist is further distinguished from the Public Assistance Specialist class series in that Public Assistance Specialists determine initial and continuing eligibility, authorize aid payments, initiate case changes, perform in-depth interactive interviewing, and apply their knowledge of extensive multiple aid programs.Duties may include, but are not limited to, the following:
- Provides general information, applications forms, and declaration forms to customers seeking public assistance from the community benefits and referrals program.
- Explains policies, procedures, and requirements to customers to ensure they are aware of their rights and responsibilities for community benefits and referrals programs.
- Performs initial application interviews for community benefits and referrals programs and services, including asking questions to gather and verify information and document responses.
- Assists customers in identifying resources, including public assistance programs, programs from community partners and other resources to meet their financial and social service needs; and makes applicable referrals.
- Assists clients with completion of application forms and other documents; ensures accuracy and completion of application and declaration forms for community benefits and referrals programs.
- Enters information directly into an automated computer system, conducts electronic searches of state and local data systems, registers and pends applications for community benefits, and assigns case records within those partner systems.
- Assists customers with scheduling appointments with Public Assistance Specialists.
- Greets the public and directs them to the various programs and services throughout the building.
- Performs other related duties as assigned.
Education: Equivalent to completion of thirty (30) semester units from an accredited college or university;
ORExperience: One (1) year of full-time paid work experience determining eligibility for loans, financial assistance, unemployment or veterans benefits or eligibility for health, counseling or social services in a public or privately financed agency;
ORExperience: One (1) year performing work for a public agency at a level comparable to the Yolo County class of Administrative Clerk II.
Knowledge of:- General goals and purpose of public social services programs
- Applicable federal, state, and local laws, codes, and regulations
- Operational characteristics, services, and activities of assigned programs and functions
- Office procedures, methods, and equipment including computers and applicable
- software applications such as word processing, spreadsheets, databases, and other specialized applications related to area of assignment
- English usage, spelling, grammar, and punctuation
- Basic mathematics including addition, subtraction, multiplication, division, etc.
- Customer service techniques for interacting with the public
Ability to:- Learn and apply the rules, regulations, policies, and procedures pertaining to initial applications for public assistance.
- Learn appropriate questioning content and techniques for interviewing applicants.
- Enter data accurately into automated system.
- Locate, identify, and correct inaccurate or incomplete information.
- Answer a variety of questions related to department programs and the application process.
- Make referrals to appropriate agencies and social service programs.
- Exercise sound judgment when initiating processes, actions, and alternatives within established procedures and regulations.
- Communicate effectively verbally and in writing with individuals from diverse socio-economic and cultural backgrounds.
- Establish and maintain cooperative working relationship with the public and staff.
- Follow written and verbal directions and instructions.
- Regularly interact with the public.

Acceptable forms of educational documentation are official or unofficial transcripts that list the student's name, institution name, field of study and date the degree was awarded.
For recent graduateswho have not received proof of their degree yet, a letter from the registrar's office stating that all requirements for graduation have been met and listing the field of study will be sufficient proof of graduation.

Written Examination
All candidates meeting the minimum qualifications will be invited to the written examination.
