About the Position

PCS is seeking a Senior Technical Business Analyst who thrives at the intersection of insurance expertise, systems thinking, and creative problem solving. In this role, you will help shape the platforms that power our underwriting and rating capabilities. Working closely with Actuarial, Product, Technology, and Innovation teams, you will translate complex insurance requirements into practical, scalable system solutions. This is a hands-on role for someone who enjoys diving into systems, data, and rating logic while also coordinating work across teams and managing external consultants when additional development support is required. This role reports to the VP of Applications and partners closely with Product, Actuarial, and Innovation leadership.

The Senior Technical Business Analyst plays a key role in that transformation — ensuring rating logic, underwriting rules, and system integrations work seamlessly across platforms. The work done in this role directly impacts how quickly PCS can launch new products, adapt to market changes, and scale the business.

Job Responsibilities

  • Own the rating and UW rules platform ecosystem.
  • Develop expertise in PCS’s rating environment, including Coherent rating engine workflows, Excel-based rating models, and integrations with policy administration systems.
  • Understand how underwriting rules, rating logic, and workflows interact across platforms.
  • Translate business needs into system solutions.
  • Gather and translate business requirements into clear specifications for rating, rules, and system enhancements.
  • Work with Product, Actuarial, and Technology teams to design effective platform solutions
  • Be hands-on in solving system challenges.
  • Analyze system workflows, rating logic, and integrations to troubleshoot issues and support platform improvements.
  • Participate in testing, validation, and troubleshooting related to rating and underwriting platform updates.
  • Coordinate development and manage consultants.
  • Work with internal engineering teams and external development consultants.
  • Help guide priorities, clarify requirements, and ensure successful delivery.
  • Drive collaboration and clarity.
  • Facilitate communication between business stakeholders, actuarial teams, and engineers.
  • Coordinate platform updates across teams and maintain documentation of system workflows and changes.

Required Skills & Qualifications

  • Bachelor’s degree in Business, Information Systems, Computer Science, or related field.
  • Experience in Property & Casualty insurance.
  • Experience working with insurance rating engines such as Coherent or similar platforms.
  • Experience working with Excel-based rating models.
  • Familiarity with policy administration systems.
  • Ability to analyze complex system workflows and API-driven integrations.
  • Strong Excel and structured data analysis skills.
  • Basic knowledge of SQL or Python.
  • Experience coordinating work across business and technology teams.
  • Experience managing or coordinating work performed by external consultants or development partners.
  • Outstanding communication skills, including the ability to translate technical concepts for non-technical stakeholders.
  • Strong analytical thinking, documentation, and problem-solving skills.
  • Creative mindset for solving complex system challenges.


Preferred Skills

  • Familiarity with modern low-code policy administration systems such as Instanda.
  • Experience working in Agile environments.
  • Project management or Scrum Master experience.
  • Experience using API testing tools such as Postman.
