Advanced, professional work in analyzing and developing improved managerial policies, practices, methods, procedures and organizational structures in a specific department.

An employee of this class meets with administrative and technical directors and support personnel to study and analyze departmental functions and procedures, work coordination, work flow, and forms and records control to determine the most effective and productive methods to be used for the performance of essential functions. Work may include assisting in the development and control of the department's budget, technical supervision of subordinate analysts involved in the review, analysis and control of the budget, and supervision of the preparation of certain records and reports for inclusion in preliminary and final budget estimates. Work may also include providing assistance to the Director or a Supervisor in various areas of strategic importance, including grant management, contracts, capital improvement projects, and various lease agreements. May perform financial settlements for events at various City facilities and verify that the City is collecting appropriate revenues. Performs other related work as required.

This position is not of a routine, clerical or ministerial nature, and requires independent judgment.

Plans, organizes, reviews, supervises, revises, instructs and participates in the work of a group of subordinate professional, sub-professional and clerical employees engaged in maintaining budgetary control accounts for a department or performing management work which may include training.

Assists in analyzing organizational structures and in developing and/or updating managerial procedures.

Assists in the preparation of budgets for the department and its various divisions and components.

May analyze and verify financial compliance to Departmental contracts or lease agreements.

May assist with grant applications and perform necessary grant analysis, including filing for reimbursements and coordinating with private or governmental agencies associated with grant management.

May prepare and analyze capital improvement project (CIP) financial reports and may coordinate various capital improvement project related activities.

Performs long range strategic planning.

Performs statistical analysis and hypothesis testing.

Identifies system and organizational difficulties hindering the accomplishment of objectives. Applies operations research techniques including problem definition, development of mathematical or other models to represent problems and manipulation to arrive at solutions.

Assists line supervisors in the installation of new procedures and management techniques, such as productivity planning, work efficiency and quality control.

Compiles and analyzes data; provides guidance, consultation and recommendations regarding policies, procedures, and programs; prepares reports of findings.

Participates in the evaluation of work measurement studies, management control, plans of service, fiscal accountability, methods analysis, operational studies and other elements of management.

Coordinates with Procurement to procure contractors/vendors.

Performs other related work as required.

Bachelor’s degree in Public Administration, Business Administration, Finance, Accounting, Industrial Engineering or a closely related field and four (4) years of administrative or managerial experience demonstrating professional level competence in any of the following: operations analysis, industrial engineering, budget analysis, cost engineering, or human resources administration.

Equivalent combination of education and experience beyond a high school diploma or its equivalent and two (2) years of the required experience.

Foreign diplomas/degrees must be submitted with a credential evaluation report from an approved credential evaluation agency*.
Translations of diploma/degrees are not accepted. If degree/diploma does not reflect the academic major on its face, transcripts indicating degree completion must be submitted. Audit/Academic reports are not accepted as substitutions for college transcripts.

To qualify under the equivalency clause, applicant must provide proof of education in one or more of the following applicable forms: copy of high school diploma, or equivalent, OR any higher accredited degree such as an Associate's, Bachelor's, Master's degree or higher.
