Role description:

Arcadis is seeking a Capital Project Procurement Manager that is responsible for overseeing the acquisition of high-value equipment, materials, and services for major construction or industrial projects. This role operates at the intersection of site engineering, capital procurement & supply chain, finance to ensure complex projects multi-million dollar are delivered on time and within budget.


Role accountabilities:


• The role encompasses work task and management through the Source, Tender, Contract, Procurement of services and equipment’s in specific projects within this role.

• Stakeholder engagement, joint assessment and analysis of the scope of project and investment timeline

• Work with Project Management Team in setting out task and activities through all project phases – develop RACI

• Develop and define the Plan - Project Procurement Planning (PPP), Contract Management Planning (CMP) for Project

• Early and Continuous estimating through such techniques as Analogous, Parametric, Bottom Up, Three Point or fact-based data.

• Procurement Strategy: Developing and executing project-specific sourcing methodologies for capital investments within the Plan

• Contracting & Execution Model, Task Activity Planning & Scheduling in Project schedule development work to Capital Procedures.

• Assess differing strategies such as EPCMV, Design Bid Build, Design Design & Build, A/E CM ‘As Agent’ v ‘At Risk’ & differing pricing strategies.

• Pre-qualification define RFI & Prequalification Step with Project Team. Supplier, Vendor, 3rd party Market Screen. Management with Team Support.

• Tender Scope Development & Tender Management: Leading large-scale tender policy & processes, tender management cross functionally with Team

• Negotiation Strategy and Plan – develop and set out target(s) for required Schedule, Scope and Pricing to ensure we meet schedule, ensure we control baseline and contingency.

• Contract Negotiation & Contract Conformance: Managing contractual & commercial negotiations for complex Designer/Construction/Specialist 3rd party supply & build elements.

• Cross Functional Stakeholder Collaboration Partnering with Global Engineering, Site Engineering, Finance, Health & Safety, Legal teams (internal/external), Risk defining company specifics within tender & contract

• Vendor & Supplier Relationship Management (SRM): Monitoring vendor and supplier performance from pre award through to warranty completion timeframes – weekly/biweekly/vendor plant & site visits maybe required.

• Benchmarking throughout all phases of the development is a necessity and the PPM will be expected to point out, discuss and detail Benchmark requirements and how we get to the data (historic/current or 3rd party) - Based upon global volume derive competitive benchmark data to drive competitiveness in proposal/negotiations - PPA = Purchase Price Analysis and b) CPA = Cost Price Analysis (OH&P, Prelims, Material & Labor Rates, Multipliers) - Candidate with have a Project Controls Mindset (pre contract/post contract controls) of 3rd parties, main contractor, sub-contractors. - Maintain a continuous forward assessment & analysis of future planned activities/dates of all parties within the Project Procurement Schedule.

• Targeted Savings Plan (Soft and Hard Savings) - Define Savings Strategy and work methods into the PPP Project Procurement Plan with the Global Category Manager for Design & Construction - Based upon budget compilation set out a targeted savings plan (utilizing = cost reduction techniques/value engineering/competition/benchmarking/remeasure of work/consolidate & leverage volume) - what levers are being applied to derive Hard/Productivity Savings (rate reduction year on year), depreciation % and Capital Avoidance Savings, baseline setting and record against contract sum or 1st price v last price

• Change Order Management, define the process within the contract, assess and analyze data and determine with key Stakeholders whether we have a go/no go in terms of change order requirements throughout the development phases of the project (these are compared to financial/schedule/scope parameters of the project)


Qualifications & Experience:


• Ideal Candidate will have a background in Engineering & or Contracts Management in Large Capital Projects USD$50m+.

• Technical Skills: Proficiency in digital procurement and project management platforms like Coupa, Ariba, Autodesk, and ERP systems.

• Experience: Candidate will have task and management experience for this role with 20+ years of experience in large-scale capital projects.

• Education: A Bachelor’s or master’s degree in engineering, Business Administration, Procurement & Supply Chain Management, or Quantity Surveying.

• Certifications: Professional credentials such as CIPS (Chartered Institute of Procurement & Supply) or PMP (Project Management Professional) are frequently preferred.

• Strong knowledge of the strategic sourcing and category management process

• Strong project management skills

• Requires ability to deal with ambiguity and the corresponding capacity to make decisions or recommendations based on potentially incomplete information

• Capable of working across all functions and levels of an organization

• International experience (plus) – working experience in different countries/regions/languages

• Ability to provide legal US work authorization documents required. Will consider US domestic travelers and relocation.
