Position Description:
The Senior Policy Director (Health Plan Strategies) supports a wide range of strategic activities for our firm’s health care clients, with an emphasis on managing day-to-day client activity as well as providing regulatory, policy, and strategic advice. The ideal candidate will balance strategy, subject matter expertise, and client and team management. They will have deep expertise in Medicare Advantage, Medicaid managed care, commercial insurance markets, and Medicare Part A and B policy-related issues. Expertise related to the managed long-term services and supports, Inflation Reduction Act and Part D redesign, mental health and addiction policy, and knowledge of CMS Innovation Center models is a plus. Importantly, the candidate will be versatile and able to manage across issue areas.
The candidate will also have the ability to lead the analysis of regulatory and legislative policies, complex and evolving health care trends, and synthesize and clearly communicate findings as well as connect their relevance to fundamental client priorities in a fast-paced environment. The candidate must have excellent writing and communication skills and the ability to present complex information to internal and external audiences with varying backgrounds and in a variety of formats, ranging from PowerPoint presentations and short summaries to detailed memos and white papers.
Additionally, it will be important for the Senior Director to spearhead the execution of client deliverables, including by creating workplans, delegating work to staff, and managing multiple competing and shifting priorities. The Senior Director will supervise and mentor staff and must be able to work effectively across a team, as well as independently, under tight deadlines. Clients include some of the top health plans, provider organizations, industry coalitions and associations, Fortune 100 companies, and U.S. and international health care innovators. The position is based in our Washington, D.C. office.
Compensation:
$121,000 - $150,000 (annual base) Final compensation will be commensurate with education and experience. Healthsperien offers a competitive benefits package, including health insurance, paid time off, and retirement options
Responsibilities:
•Autonomously lead and manage a team of Policy Analysts to support development of products for clients on various aspects of health care policy, market and economic trends, regulations, legislation, and operations.
•Serve as a subject matter expert in aspects of Medicare and Medicaid policy, prescription drugs, mental health & addiction policy, and/or alternative payment model design. Particular emphasis will be placed on policy, operational, and regulatory issues with provider and risk-bearing entities.
•Deliver strategic and tactical policy and implementation recommendations to clients.
•Track federal rulemaking, official administrative actions, and legislative proposals.
•Develop analyses of important legislation and regulation for clients, produce related discussion guides, and draft of comment letters.
•Conduct background research and data analysis to support development of health policy and strategic business materials for clients or for business development purposes.
•Monitor and analyze evolving health care issues and related reports.
•Research and support development of client-facing materials, including drafting and editing written materials, such as formal papers, memos, PowerPoints, and comment letters.
Qualifications:
•Bachelor’s degree required (relevant Master’s degree or J.D. preferred). Additional 4-6 years of experience in health care policy required. Management experience strongly preferred.
•Broad understanding of the dynamics of health care policy and the sector’s trends; health care industry experience and/or relevant coursework.
•Understanding of how health care is financed and delivered in the U.S. including expertise in Medicare FFS, Medicare Advantage, Medicaid and Medicaid managed care, and commercial health plans.
•Management and development experience of early career staff preferred
•Interest in advancing constructive, creative improvements to the health care system.
•Strong research and analytic skills with attention to detail and familiarity with health care publications and data sources.
•Excellent writing, public speaking, and communication skills and the ability to present complex information to internal and external audiences with varying backgrounds and in a variety of formats, ranging from PowerPoint presentations and short summaries to detailed memos and white papers.
•Ability to use initiative and time management to prioritize work and deliver results.
•Excellent organizational skills with the ability to multi-task and prioritize with tight deadlines.
