Senior Policy Analyst - Human Services

This work is in office primarily with some remote work.

Why It's a Great Opportunity: We are looking for an accomplished Nonpartisan Policy Analyst or Senior Policy Analyst for Health and Human Services, depending on qualifications, who brings a strong background in legislation, public policy and research. As a member of the Health and Human Services and Public Safety Team supporting the work of the Pierce County Council, you will be responsible for analyzing, developing, and monitoring policy in a variety of complex and challenging topics including behavioral health, public health, and veterans, family, human, children/youth and aging services. You will frequently interact with County departments, outside agencies and community partners to inform policy options and to communicate Council and Councilmember priorities. Experience in other policy areas such as homelessness, affordable housing, and public safety is helpful.

The work of a Policy Analyst and Senior Policy Analyst is similar except that the Senior Policy Analyst is expected to take on policy tasks of greater complexity, serve as the lead staff for one or more policy committees, and provide mentorship to less experienced policy staff.

A strong candidate possesses excellent listening and presentation skills and can effectively work with elected officials, County departments, other public agencies and units of government, community partners, and the public on variety of policy and fiscal issues. Strong analytical and communication skills are essential. Familiarity with the role of county government, the legislative process, and legislative bodies is a must as this position will be public service focused, and solutions oriented.

Core Daily Responsibilities:

• Under general supervision, researches and analyzes legislation and issues that impacts Pierce County within a particular area of expertise, such as criminal justice, land use, environmental science, public administration, public works, finance, etc.
• Assists the Council and Councilmembers to develop, evaluate, and respond to legislation to achieve their policy objectives. Understands policy intent and expected outcomes, analyzes issues, develops options and proposals.
• Analyzes, interprets, and summarizes reports, data, policies, and statutory requirements into objective, accurate and useful information for Councilmembers, stakeholders, and the public.
• Communicates information in an objective and nonpartisan manner that makes issues and policy/fiscal options easy for the Council, County departments, stakeholders, and the public to understand. Regularly appears before the Council and its committees to present information and analyses.
• Serves elected and appointed officials in a neutral, nonpartisan, and objective manner, and maintains the confidentiality of their communications. Exhibits and maintains a reputation of a high level of integrity, ethics, and transparency.
• Drafts ordinances, resolutions, memoranda (and amendments to such documents), letters, and other relevant correspondence.
• Senior Policy Analyst: Lead staff to standing committee of the Council; and provides oversight to work program and strategic initiatives.

Senior Policy Analyst: Salary Range $100,717.59 - $161,147.20

Additional education or experience which clearly indicates the ability to perform the essential functions of this position may substitute on a year for year basis.

• Bachelor’s degree and two years (Policy Analyst) or four years (Senior Policy Analyst) of public sector experience working in public policy development and analysis; including research of policy, legislation, or strategic planning and implementation.

Preferred Qualifications:

• Two years of direct experience working with elected officials, boards/commissions, or a committee work program for a government entity.
• J.D., Ph. D., or Master’s degree in relevant topic area.
