Senior Manager, Projects & Capital Systems

Pacific International Recruitment has been retained by global indsutrial manufacturing company who is seeking a Senior Manager, Projects & Capital Systems to lead enterprise-wide capital project execution and portfolio governance. This is a highly visible leadership role responsible for managing a $200M annual capital portfolio and ensuring world-class project delivery across multiple manufacturing sites globally.

Reporting to the VP of Manufacturing & Process Technology, this leader will oversee a global team of project managers, development managers, and project controls professionals while driving best practices in capital allocation, stage-gate governance, and project execution.

This role offers the opportunity to shape how capital is deployed across a complex global manufacturing network while driving operational performance, cost efficiency, and long-term growth.

What You’ll Do

• Lead the execution of a global capital project portfolio exceeding $200M annually, including projects typically >$2M in value.
• Manage and develop a global team of 30–40 project professionals (internal and contractor resources).
• Drive best-in-class capital project governance, including stage-gate processes, project controls, and portfolio oversight.
• Ensure projects are delivered on time, on budget, and aligned with strategic manufacturing objectives.
• Partner closely with engineering, operations, and technical teams to ensure assets are designed and built to meet performance, safety, and reliability standards.
• Oversee project cost forecasting, scheduling, cash flow projections, and capital planning.
• Lead gatekeeping reviews and portfolio governance with senior leadership and steering teams.
• Manage external engineering firms and EPC contractors across domestic and international projects.
• Continuously improve project management systems, processes, and capital efficiency through benchmarking and analytics.
• Drive transparency and accountability through capital portfolio metrics, forecasting, and reporting.

What We’re Looking For

• 15+ years of experience in engineering, capital projects, or operations within chemical, petrochemical, or process manufacturing environments.
• Strong leadership experience managing large, globally dispersed project teams.
• Proven success leading large-scale capital project portfolios in complex manufacturing environments.
• Deep understanding of chemical manufacturing processes and project execution best practices.
• Experience managing EPC firms, engineering partners, and external contractors.
• Ability to influence cross-functional stakeholders and drive alignment across global operations.
• Bachelor’s degree in Chemical, Mechanical, or Electrical Engineering.

Preferred

• PMP certification
• Experience leading multi-site or global capital initiatives
