Thisis advanced technical and professional management and budget analysis workinthe City's Office of Management and Budget(0MB)department. Employees in this class are highly responsible and possess management andanalytical skills,as they are taskedwithperforming complex assignments in methods analysis,operations auditing,andproductivityanalysis,todevelopimprovementsintheefficiency andeffectiveness of City operations.

Emphasis of the work ison developing and collectingdata;analyzing methods,procedures,and workflow;utilizing various work measurementtechniques;preparing reports containing conclusions andrecommendations;andassisting in the implementation of approved recommendationsto reduce costs andimproveproductivity.

Supervision willbeexercisedoverlower-levelanalysts intheaccomplishmentof assignedprojects.Supervision is generally received from 0MBDirector and Budget Officer who provide technical advice,reviewsdraftreportsduring various phases of assignments,andreviews completed work for professional quality andachievement of objectives.Represents 0MBDirector and Budget Officer,whenneeded,atmeetings and public functions.
  • AssistsDirectorinpreparation oftheProposedandAdoptedBudgets
  • Developsandimplementsinitiativestoensurespecialprojectsareeffectiveandsuccessfullycarriedout
  • Managesandexecutesmultiplespecialprojectssimultaneously,whileeffectivelybuildingteamsand leveraging support
  • Analyzesdepartmentalbudgetrequestsandrecommendsapproval/disapprovaloflineitemstotheCity Manager
  • Researches and prepares responses toinquiriesfromtheCity Administration,Mayor and City Commission,residents, and community groups
  • Preparesquarterlyrevenueandexpenditureprojections.
  • ReviewsCityCommissionagendaitemsforapprovaloffundingforbidawardsandappropriationoffunds
  • Reviews Purchase Orders and Direct Payment document for funding availability,proper account codes and appropriateness of purchase/payment
  • MaintainsthebudgetsintheCity'sfinancialmanagementsystem.
  • Maintainspositioncontrolmoduleinthepayrollsystem.
  • Reviewsandrecommendsapproval/disapprovalofdepartment'srequesttofillexistingvacancies.
  • PreparesCommissionandCommitteeagendaitems.
  • Conductsresearch/analysisprojectsonongoingbasisonavarietyofbudget/managementissues.
  • Develops/maintainsforecastingmodelsoffinancialtrendsforCitybudgetpurposes.
  • Performsresearch,compileinformationrelatedtocostsofspecificrequestsbydepartmentsand/orLabor Relations
  • Providessupporttofeestudiesandcostanalyses.
  • Performsreviewsofcitysystemsandrelatedoperations
  • Supportsseniormanagersinpreparingandadministeringoperatingbudgetandfinancialanalysesthatincludeitems such as capitalimprovementplans andother complex budget andfinancial assignments.
  • Abilitytomaintainregularandpunctualattendance.
  • Performs special projects and related work as required.
Required:
  • Bachelor'sdegreefromanaccreditedcollegeofuniversity,withmajorcourseworkinBusinessorPublicAdministration,Accounting,or relatedfield
  • Experienceinplanning,developing,andimplementingavarietyofprojects
  • Three(3)years'experienceinpreparingandimplementingmunicipalbudgets,auditingorresearch/analysis
  • Experience can substitute for education on a year-for-year basis.

Preferred:
  • One(1)yearof experiencein progressive andresponsible managerial andadministrativeworkrelevantto the major duties/essential functions of the position

Physical Requirements:

  • Musthavetheuseofsensory skillsin orderto effectively communicate andinteractwithother employees andthepublic through the use ofthetelephone and personal contact
  • Physical capabilitytoeffectivelyuseand operate variousitemsof office relatedequipment,such as,butnotlimited to,word processor,calculator,copier,and fax machine
  • No significant standing, walking, moving, climbing, carrying, bending, kneeling, reaching, handling, sitting, standing, pushing, and pulling
