DolT is seeking an experienced Senior IT Analyst to support Oracle Human Capital Management (HCM) Workforce. In this role, you will work closely with agency staff and vendors, serving as the resident expert for our Oracle solution. You will lead project implementations, including system upgrades, for multiple departments, while also independently managing application administration and providing tier 3 end-user support.

About This Role:


This position is part of the Human Capital Management Technologies team within the Business Technology Services Program of the Department of Information Technology. The team consists of 4 members, including this position, 1 senior IT analyst, 1 IT analyst, and 1 Intern, all reporting to the team manager. The team is primarily focused on implementing and supporting Oracle HCM applications that serve internal County staff, including the following HCM modules: Core, Absence, Time and Labor, Benefits, and Payroll. Ideal candidates will have experience in technical project management, vendor management, solution upgrades and migrations, and technical troubleshooting. The most competitive candidate will have a background in computer information systems with 6 or more years of relevant experience in computer information systems or information technology.


This position will:

  • Support the Human Capital Management team in administering Oracle Workforce Management across the full Hire to Retire lifecycle.
  • Lead and perform projects and tasks for the HCM team, coordinating with Oracle to troubleshoot and resolve issues effectively.
  • Conduct user account audits and support Human Resources and Payroll teams with FOIA data requests.
  • Develop and maintain complex reports.
  • Research and evaluation solutions via the Oracle community to drive business process improvements.


Candidates should:

  • Display strong technical skills with current technologies, enabling effective technical support delivery.
  • Stay current with emerging and trending technologies.
  • Possess strong SQL skills.
  • Have experience of providing operational support for cloud-based solutions.
  • Have demonstrated history of managing projects and practicing software/application lifecycle management.
  • Possess strong writing skills, including experience developing and documenting user guides, test cases, test scripts, process diagrams, architectural diagrams, and project plans.
  • Have experience managing IT projects.


The most successful candidate will be an experienced technical professional with a background working alongside senior functional and technical members. They will have some exposure to or experiencewith small budget management, upgradeplanningand vendor management.


Strong communication skills are essential. This individual must be comfortable presenting to both technical and non-technical audiences and delivering clear written reports and assessments. We are looking for a self-directed, results-driven professional who excels at managing multiple technical and non-technical assignments simultaneously, demonstrates strong organizational skills, and consistently brings solutions, rather than problems, to leadership.


Minimum Requirements:High school diploma or G.E.D. and 6 years of related experiencein computer information systems or information technology.


Preferences:

The successful candidate will have:

  • Bachelor's degree in information technology or related field
  • 6 years of implementing, upgrading and troubleshooting complex IT solutions at an enterprise and departmental level
  • Experience assessing business needs and translating those needs into technical requirements and solutions
  • Background in computer information systems with 5 years of computer information systems or information technology
  • 2 years of IT project management experience
  • 2 years managing project schedule
  • 5 years performing technical tasks, including writing and executing SQL statements for reporting or diagnostic purposes
  • 3 years of Upgrading and troubleshooting Oracle Human Capital Management Modules

Work Schedule:

This position is classified as exempt with the expectation that the candidate will complete duties within the time frame required. Standard workweek is 37.5 hours, Monday – Friday between the hours of 8:00 am to 5:00 pm. After hours and weekend work are occasionally necessary to provide services that cannot be performed during normal business hours. This is a hybrid teleworking eligible position that may revert to in-office scheduling if business needs change.


Hiring Salary Range:$88,974.60-$120,377.40
