Join Our Team as a Senior Engineer (Engineer III)!
The City of Monroe is seeking an experienced engineering professional to support major capital projects within our transportation, water, wastewater, and stormwater systems. In this role, you will lead project planning, design, and construction oversight; prepare engineering plans, specifications, and estimates; coordinate permitting; and work closely with contractors, consultants, regulatory agencies, and community stakeholders.

The annual salary range for the Senior Engineer (Engineer III) is $117,156–$148,788.
- Plan, design, organize, and manage the construction of civil engineering capital projects within allotted budget and timeline.
- Determines feasibility and prepare alternative analyses for civil projects; interpret and apply results; coordinates recommendations based on research and analysis.
- Evaluate and define scope of work for engineering studies, ensure necessary permits for capital construction projects are acquired and approved according to project schedule.
- Complete the development of standards, specifications, requirements, bid documents, and contracts.
- Monitor contractor and consultant performance, administer terms of agreements, and approve payments for work completed.
- Arrange for appropriate environmental impact analyses and coordinate program approvals for projects with other involved organizations.
- Ensure the inspection of streets, curbs, gutters, sidewalks, sanitary sewers, water system, storm drainage facilities, for capital projects is completed.
- Analyze and resolve issues between consultants, contractors, other city departments, residents and property owners.
- Provide contract management and outreach with agencies such as WSDOT, school districts, utility providers, etc.
- Effectively and professionally communicate with staff, customers, consultants, and regulatory service providers in writing and orally.
- Maintain regular, reliable and punctual attendance.
- Perform other tasks as directed.
- Bachelor’s degree in civil engineering or related field.
- Five years of progressively responsible civil engineering experience, or an equivalent combination of education and experience.
- Possession of a valid Washington State Professional Engineering (PE) License.
- Valid Washington State Driver’s License.
Any equivalent combination of education, experience and training that provides the required knowledge, skills and abilities will be considered.

Knowledge of:- Engineering principles, practices, and methods as applicable to a municipal setting.
- Developing engineering plans, specifications, cost estimate, technical reports, and preparing construction contract documents for transportation projects.
- Federal, state, and city engineering publications, references and resources.
- Applicable city policies, laws, and regulations.
- Cost estimating and reviewing complex projects.
- Liability issues as they related to traffic related designs and situations.
- Identify level of risk to project and city and to make and implement recommendations to mitigate and/or address risk.
- Ability to use a computer, and effectively navigate Microsoft Office Suite, engineering and drafting software and applications, and data management software in performing essential duties.

- Applicable Federal, State, and local laws, regulations, policies, procedures and standard practices in the areas of municipal traffic engineering, water, wastewater, drainage, and street design and maintenance.
- Microsoft Office software, (PC and network based), such as Excel, Word, Outlook and PowerPoint.
- AutoCAD Civil3D design software.
- WWHM3 stormwater modeling software.
Ability to:- Manage capital projects to ensure completion in a timely and correct manner.
- Lead project teams, negotiate effectively, and collaborate with stakeholders to deliver projects.
- Conduct necessary engineering research and compile reports.
- Apply sound engineering judgment under a variety of standard and unusual circumstances.
- Communicate effectively, orally and in writing, with employees, consultants, other governmental agency representatives, city officials, and the public.

- This position will approve the deliverables provided by consulting engineering firms.
- The position may coordinate the work of engineering support professionals and administrative employees as a function of capital project management.
Supervision Received- This position serves under the direction of the City Engineer / Deputy Public Works Director.
