The City of Pleasanton is seeking an experienced, forward-thinking Senior Civil Engineer. The Senior Civil Engineer will fulfill a key leadership role responsible for reviewing, conditioning, and guiding private development projectsthrough entitlements, final improvement plan and subdivision map approval, and construction, ensuring required public infrastructure and storm water (NPDES) requirements are incorporated from the outset.
This position leads an iterative, highly collaborative review process with internal partners (including Planning, Building, Public Works Operations, Landscape Architecture, and Fire) to ensure each department’s conditions of approval and code requirements are reflected in final documents before projects are recommended for approval and permitted for construction.
The role also includes program leadership responsibilities, including administration of the Clean Water Program and Geologic Hazard Abatement Districts (GHADs).

- A strategic thinker who can establish schedules and methods for completing complex engineering work tied to land development, capital improvements,and infrastructure maintenance, and recommend operational efficiencies.
- An experienced civil engineer with strong technical breadth across municipal infrastructure—streets, storm drains, sanitary sewers, water lines,structures, and traffic safety/control devices—and the ability to apply City standards and regulatory requirements.
- A collaborative leader who builds strong relationships across departments and with the development community, and who can coordinate an review process to ensure all conditions and code requirements are fully addressed.
- A skilled manager who can plan, prioritize, assign, supervise, and review staff work; support inspection staff; and manage agreements, securities, and insurance documents tied to development projects.
- An effective communicator who can prepare clear memos, letters, and agenda reports, participate in public meetings and communicate technical requirements tactfully to non-technical audiences.
In This Role, You Will
- Review private development projects during the entitlement process to ensure required public infrastructure and regulatory requirementsare incorporated into conditions of approval for Planning Commission/City Council consideration.
- Review final improvement plans, subdivision mapping, and required documentation (e.g., easements, dedications, and related documents), coordinating iterative reviews with City departments to ensure requirements are addressed before plans are finalized and fees collected.
- Make recommendations to the City Engineer that project plans and documentation are complete and ready for final approval and construction permitting.
- Monitor projects during construction in coordination with Public Works Inspection and Associate Engineers, including reviewing proposed changes to approved plans before they are implemented.
- Review private development project plans and mapping for conformance with applicable requirements, including the General Plan, Subdivision Map Act, Conditions of Approval, FEMA maps, tentative maps, NPDES Permit, City Standard Specifications/Details, ADA Guidelines, and Specific Plans(as applicable).
- Confer with and provide information to property owners, contractors, developers, engineers, architects, and the public regarding standards, timelines and codes, including explaining requirements and procedures.
- Review storm water control plans for conformance with the National Pollutant Discharge Elimination System (NPDES)permit, and participate in mandated reporting (e.g., Stormwater Annual Report and related reports).
- Represent the City at Alameda Countywide Clean Water Programcommittees and support City compliance efforts.
- Manage GHADs, including annual assessment increases, budgets, and the design/solicitation of vendors for maintenance and repair capital projects.
- Provide direct supervision to assigned staff (selection, training, performance evaluation, corrective action/discipline as needed), and foster a workplace culture grounded in integrity, service, inclusion, collaboration, and customer service.

Education:Equivalent of a bachelor’s degree from an accredited college or university with major coursework in Civil Engineering or another field of study applicable to the responsibilities and requirements of this job class.
Experience:Two years of progressively responsible experience performing duties similar to an Associate Civil Engineer with the City of Pleasanton.
Special Requirements:Possession at the time of hire and continued maintenance of a valid California Class C driver’s license is required.
Possession of registration as a Professional Civil Engineer or closely related discipline within the State of California.
