Job Title: Segment Manager – Heavy Civil Rail Construction
Job Description
This role leads the delivery of a defined segment of a 30+ mile high-speed rail project, ensuring safe, high-quality, and cost-effective construction. The Segment Manager supports the Project Executive and segment Project Manager by overseeing day-to-day construction activities, coordinating with key stakeholders, and managing the financial and technical performance of the assigned segment.
Responsibilities
- Assist the Project Executive in managing a defined segment of a 30-mile heavy civil rail project, providing leadership and direction to ensure successful delivery.
- Liaise proactively with owner representatives, project staff, subcontractors, and design (A/E) contacts to coordinate and facilitate all construction activities within the assigned segment.
- Fully understand the plans, specifications, and contract requirements for the assigned segment and manage construction in strict accordance with these documents.
- Direct and support on-site Superintendents through clear administrative and technical guidance to ensure the project segment is built safely, meets all quality standards, and stays on schedule and within budget.
- Monitor and control construction progress for the assigned segment, tracking performance, identifying deviations, and implementing corrective actions as needed.
- Identify potential construction issues early, evaluate alternatives, and implement best-value solutions that maintain safety, quality, schedule, and cost objectives.
- Investigate potentially serious field situations or nonconformances and implement timely corrective measures to minimize impact on safety, quality, and schedule.
- Represent the company in project and coordination meetings, providing updates on segment progress and participating in strategy and planning discussions.
- Manage the financial aspects of contracts related to the assigned segment, including cost control, change management, and risk mitigation, to protect the company’s interests while maintaining a positive relationship with the owner.
- Support the overall project strategy for the multi-segment high-speed rail package, collaborating closely with the other segment leadership to ensure seamless interfaces and consistent standards.
- Contribute to a culture of safety, quality, and continuous improvement across the project segment.
Essential Skills
- Bachelor’s degree in Civil Engineering or Construction Management.
- 3 or more years of experience as a Project Manager on heavy civil projects.
- 15 or more years of overall construction experience.
- Demonstrated experience managing or leading construction on rail projects.
- Experience in horizontal construction such as bridges, railroads, subways, highways, or similar transportation infrastructure.
- Proven experience with roadway construction, highway construction, and transportation construction.
- Hands-on experience with bridge construction, with concrete bridge construction strongly preferred.
- Experience on high-speed rail or similar large-scale rail infrastructure projects.
- Strong construction management skills, including planning, scheduling, cost control, and risk management.
- Ability to interpret and apply construction plans, specifications, and contract documents.
- Effective stakeholder management skills, including coordination with owners, subcontractors, and design teams.
- Strong problem-solving skills with the ability to identify issues early and implement practical solutions.
- Proven ability to lead and direct field teams, including Superintendents and subcontractors, in a heavy civil environment.
Additional Skills & Qualifications
- Experience with major rail systems such as regional commuter or urban rail networks (e.g., subway or similar systems).
- Experience in BART or comparable rail transit projects.
- Experience with complex structures such as viaducts, tunnels, grade separations, and river crossings.
- Track record of successfully managing the financial aspects of construction contracts, including change orders and budget control.
- Strong communication and presentation skills for participation in project and strategy meetings.
- Ability to adapt to evolving project priorities and adjust plans and resources accordingly.
- Commitment to long-term career growth in large-scale heavy civil and rail infrastructure projects.
Work Environment
This position supports the construction of a major high-speed rail package encompassing approximately 32 miles of alignment between Madera County and Fresno County, including significant work elements in an urban downtown environment. The scope includes roadway and railroad grade separations, mainline viaducts, a tunnel, realignments of existing railroad tracks, utility and roadway relocations, trench sections, and a major river crossing. The project is divided into two segments, each led by a segment project management team, and this role focuses on the second segment while collaborating closely with the other segment and overall project leadership. The work environment is primarily field-based on an active heavy civil construction site, involving regular interaction with Superintendents, craft labor, subcontractors, and owner representatives. The schedule does not typically involve night shifts, but working hours can change based on project needs, so candidates should be prepared for a dynamic schedule and are encouraged to discuss specific expectations during the interview process. The setting involves standard heavy civil construction conditions, including outdoor work, exposure to varying weather, and adherence to all applicable safety protocols and personal protective equipment requirements.

Pay and BenefitsThe pay range for this position is $180000.00 - $245000.00/yr.
