The City of Redmond is seeking a highly skilled and motivated Senior Engineering Technician to join our Public Works – Traffic Operations and Safety Engineering team. As a Senior Engineering Technician, you will play a crucial role in managing the City’s Rights-of-Way and ensuring compliance with relevant regulations and agreements. This position centers on permit processing and plan review in an office setting, with field inspections as needed.
In this role, you will contribute to various municipal engineering activities, requiring both technical proficiency and strong interpersonal skills. The ability to effectively organize and prioritize work is crucial. Your advanced skills will be utilized to handle unique situations that may arise during permitting and engineering activities.
The Senior Engineering Technician position supports the intake, review, and issuance of right-of-way permits, contributing directly to public safety and protection of City infrastructure. The job includes complex technical work related to construction in the right-of-way, such as traffic control, roadway, and sidewalk construction, and the impact of underground utilities. While specialized traffic control expertise is not a requirement, the role does require a solid understanding of transportation construction to identify issues early.
As a Senior Engineering Technician, you will play a vital role in developing consistent processes and contributing to the improvement of City services and procedures. This position involves extensive collaboration and coordination with other City employees and departments, ensuring seamless execution of engineering and construction activities.

- Review permit applications for submittal compliance, create invoices, and issue permits.
- Review engineering quantities and calculations to establish cost estimates for bonding purposes.
- Conduct plan reviews for traffic control, construction, and right-of-way permit processing, and calculation of invoices and bond values.
- Coordinate the review and approval of Right-of-Way applications related to telecommunications and franchise utilities.
- Track various agreements, liability insurance certificates, and financial guarantees (cash and performance bonds), maintaining files, documents, and maps.
- Possess in-depth knowledge of codes and requirements associated with agreements and permits.
- Demonstrate strong organizational skills, ability to prioritize and manage a high volume of work and contacts.
- Act as a subject matter expert (SME) in using Energov software.
- Manage Bluebeam Revu Sessions and SharePoint workspaces.
- Utilize GIS applications to verify right-of-way, utility easements, and private property boundaries.
- Provide technical support and coordinate with construction reviewers, inspectors, and staff from Transportation and Planning departments.
Knowledge, Skills and Abilities
Knowledge of and Skills in:
- Mathematical knowledge as applied to engineering computations.
- Understanding principles and practices of engineering design, and construction terms and methods.
- Ability to use GIS software to interpret maps and spatial data.
- Skills in defusing difficult situations and gaining compliance with standards and/or contract terms.
Abilities to:
- Communicate technical information and requirements in a clear, accurate manner verbally, in writing, graphic presentation, or alternate media.
- Work independently and manage assigned tasks with minimal direction.
- Read and interpret engineering drawings and related technical documents.
- Use personal computers and learn software tools used in engineering, permitting, and document management.
- Establish and maintain cooperative, effective working relationships with coworkers, applicants, and partner departments.
Education and Experience
- College –level course work or graduation from an accredited two-year college or university with a degree in drafting, engineering sciences or related field.
- Seven (7) years experience in an engineering technician-related field.
- Any equivalent combination of education, experience and training that provides the required knowledge, skills, and abilities.
Licenses and Certificates
- Valid WA State Driver's license required.
