The Rehabilitation Specialist 1 / 2 position is a professional counselor position responsible for performing caseworkin a caseload utilizing skills and techniques, which enable a person with a disability to successfully interface with his/her total environment in the community and obtaining employment.


The Office of Workforce Development (OWD)is a key division of Louisiana Works managing programs in workforce training, job placement, apprenticeships, and business engagement. Through collaboration with local boards, educational institutions, and industry partners, OWD aims to improve economic mobility for job seekers and ensure Louisiana employers have the skilled talent they need, contributing to the state’s economic growth.


Louisiana Rehabilitation Services (LRS) assists persons with disabilities in their desire to obtain, maintain, or advance in competitive integrated employment and achieve independence in their communities by providing rehabilitation services and working cooperatively with businesses and other community resources.One year of the required experience for the following minimum qualifications must have been working with individuals who are hearing or visually impaired:

A bachelor's degree plus two years of experience in rehabilitation services, therapy services, administrative services, social services, or nursing; OR

A bachelor’s degree in rehabilitation services, a social sciences field, social work, education, nursing, health and human services/resources, speech therapy, biomedical engineering, or business administration plus one year of experience in rehabilitation services, therapy services, administrative services, social services, or nursing; OR

A master's degree plus one year of experience in rehabilitation services, therapy services, administrative services, social services, or nursing.The official job specifications for this role, as defined by the State Civil Service, can be found here.

Job Duties

  • Interview hearing impaired, profoundly deaf and blind applicants for LRS services to gather informationto determine their eligibility for services.
  • Provides extensive vocational guidance and career counseling to consumers, family members and significant others.
  • Explains agency policies and procedures to applicants, consumers, representatives of other agencies, general public and special interest groups.
  • Utilize specialized acquired knowledge, skills and techniques to enable individuals who are deaf to successfully interface with his/her total environmental-social and vocational
  • Facilitate job development and placement by conducting comprehensive psychosocial evaluationaimed at assessing rehabilitation problems and needs of hearing-impaired individuals.
  • Conduct caseload management including maintenance of necessary documentation, authorization of services, and monitor timelines of the different phases of the LRS process to effectively move cases through to provide services timely.
  • Implements realistic, viable plans for services needed to support the objectives and establish target dates for reaching vocational goals.
  • Authorize payment of services, equipment and supplies, staying within State purchasing guidelines.
  • Conduct field travel necessary to provide, evaluate and coordinate consumer services.
  • Other duties as assigned
