SUMMARY OF POSITION

The Animal Services Bureau has an opening for a regular part-time (0.5 FTE) Registered Veterinary Technician at Hitchcock Road Animal Services (HRAS) in Salinas. This part time position with a flexible schedule will assist with spay/neuter surgeries (that may include shelter pets, feral cats, or owned pets), vaccination clinics, and assisting with shelter medical rounds as needed for animals housed within the shelter.

Hitchcock Road Animal Services is a Joint Power Agency between the County of Monterey and City of Salinas. The County of Monterey acts as the lead agency and all employees are hired by the County of Monterey. While protecting, promoting, and enhancing the health, safety, and quality of life for companion animals and people within Monterey County, Animal Services performs duties that include field services for the impoundment of animals roaming at large; the treatment, control, and prevention of rabies in animals; the permitting of kennels, pet shops, rooster keeping in Monterey County; as well as responding to animal nuisance and code issues such as aggressive animals, dog barking, animal bites and enforcement of local animal related ordinances. Animal services also provides animal sheltering for stray and lost animals found in the County of Monterey, City of Salinas and other contracting cities; pet licensing for dogs and cats as required by state and local ordinances; veterinary services for care of and spay/neuter of animals that are housed within the shelter; and volunteer and education services that has a robust volunteer program and provides education and community outreach to increase and promote responsible pet ownership and HRAS services.

As of 1/3/2024, the Health Department offers up to a $10,000 signing bonus to candidates hired into permanent positions for this classification from this recruitment.

• Assists veterinarian with examinations; restrains animals during examinations; makes observations on the health of sheltered animals and reports to shelter supervisor and veterinarian; communicates medical information to staff, volunteers, and clients; schedules animals for spay or neuter surgery; obtains cost estimates for outside treatment.
• Performs physical examinations of animals and records findings; examines animals to determine breed and approximate age; evaluates health of animals and determines which animals have priority for medical care; recommends further evaluation such as x-ray and skin scraping to supervisor and veterinarian.
• Cleans and disinfects surgical equipment; operates autoclave, cleans and disinfects surgery suite counters, tables, cages, and floors; assists with feeding and watering animals in clinic.

THE SUCCESSFUL CANDIDATE

Will have a proven track record demonstrating the following knowledge, skills, and abilities:

Thorough Knowledge of:

• State and local ordinances and laws relating to the care, treatment and control of animals.
• Methods, techniques, and medication used in the care and treatment of animals.
• Physical and behavioral characteristics of common domestic animals and livestock.
• Characteristics of common diseases.

Working Knowledge of:

• Spay and neuter surgical procedures and techniques.
• Proper techniques for preparation, handling and disposal of rabies specimen test samples.
• Proper euthanasia procedures.
• Basic animal care and nutritional needs.
• Procedures and medical terminology of a veterinary clinic.
• Standard office computer software.
• English grammar and usage.

Skill and Ability to:

• Perform full range of Registered Veterinary Technician duties.
• Handle animals properly and perform work in a humane manner.
• Perform euthanasia of animals by injection; recognize symptoms of rabies and other common diseases and injuries in animals.
• Keep accurate records of treatment.
• Exercise independent judgment.
• Communicate clearly and proficiently both orally and in writing at a level necessary to perform the responsibilities and duties of the position.
• Maintain effective working relationships with shelter staff, volunteers, clients, and veterinarian.

Desirable Qualifications:

• Ability to speak, read, and write effectively in English and Spanish

Any combination of training, education and/or experience which provides the knowledge, skills and abilities and required conditions of employment is qualifying.

CONDITIONS OF EMPLOYMENT:

• Successfully complete a background check to include fingerprinting.
• Possess and maintain a valid California Class C driver’s license or the ability to provide suitable transportation that is approved by the appointing authority.
• Be available to work a flexible schedule, including evenings, weekends, holidays, and during times of disaster and/or emergency.
• Pursuant to Title 16 Section 4841 of the State of California Business and Professions Code, possession of a valid registered veterinary technician certificate issued by the State of California Veterinary Medical Board.
