Under administrative direction of the Recreation Services Manager, supervises, coordinates, and participates in the planning, organization, implementation, promotion, and evaluation of a significant portion of the recreation programs offered within the City's Recreation Division including multiple recreation, leisure, and/or aquatic programs; participates in forecasting recreational trends and developing new programs; supervises, assigns, reviews and participates in the work of full-time staff, part-time temporary employees, seasonal employees, and volunteers responsible for providing assigned recreation program services and activities; ensures work quality and adherence to established policies and procedures; and performs the more technical and complex tasks relative to assigned area of responsibility.

  • Provides direction, supervision, and training to assigned full-time, part-time, contract, and volunteer recreation center staff; coordinates all work activities with assigned staff.
  • Participates in the selection of staff and volunteers and provides or coordinates training such as recreation administration software, work order systems, CPR/AED/First Aid, customer service, lifting techniques, department policies and procedures, and other related training.
  • Performs professional, administrative, and supervisory work in planning, organizing, inspecting, negotiating, and directing all activities related to assigned programs, facilities, contracts, and operations.
  • Reviews and evaluates employees' work performance. Sets work standards and establishes work schedules. Works with employees to correct deficiencies. Ensures adequate staffing is scheduled based on existing and facility usage. Maintains time records for employees and schedules and approves annual leave. Requests overtime for subordinate staff as deemed necessary. Implements discipline procedures as directed.
  • Provides guidance to subordinates to accomplish the department's mission and goals by adhering to established policies, procedures, and guidelines and setting a positive example.
  • Manages all aspects of the operations of assigned center. Adheres to and develops facility operation and maintenance guidelines for the effective management of the center. Responsible for the quality control of facilities, equipment and programs to ensure the safety of the participants and general public. Completes facility inspection reports as necessary; submits work orders to Parks Services Division for needed repairs/maintenance.
  • Oversees the planning, development, organization, marketing, and implementation of youth and adult recreation programs and special events held at various city facilities.
  • Prepares and reviews new program information for leisure guides; ensures photographs for publicity are taken during programs and events.
  • Oversees and participates in entry of activity information in registration software system.
  • Oversees center schedule; works with other recreation divisions and city departments to schedule facility for city-sponsored programs.
  • Researches, recommends, and writes grant applications related to recreation and parks programs and projects. Manages assigned grants; ensures compliance with terms of assigned grants. Works with Finance Department liaison to monitor fiscal activities pertaining to grants.
  • Ensures adherence to established safety procedures; monitors work environment and use of safety equipment to ensure safety of employees, program participants, and other individuals; initiates any actions necessary to correct deviations or violations; maintains first aid practices and techniques; administers first aid when necessary.
  • Assesses community needs, interest and anticipated growth to recommend appropriate programs. Evaluates effectiveness of center programs and operations; maintains and analyzes data such as program participation trends, participant evaluations; implements program modification as appropriate.
  • Assists in preparing assigned division budget, including maintenance and operations and capital improvement projects; administers spending appropriated funds in the division's budget. Responsible for recommending and completing facility and grounds capital improvements through allocated funds; projects program revenues and expenses; reviews and recommends program fees; oversees negotiation and performance of contracted instructors and volunteers.
  • Oversees the purchasing of supplies and equipment for the recreation center division; ensures adherence to established purchasing guidelines; ensures authorization of persons making daily purchases or other daily expenses incurred under the center division budget; oversees the bid process on recreation center contracts; researches/obtains product information from vendors; recommends purchasing alternatives.
  • Monitors inventory of division equipment and supplies; initiates orders for new/replacement items.
  • Responds to and resolves requests, inquiries, complaints, and suggestions.
  • Assists with development of Master Plan; studies, reviews, and analyzes short range plans to ensure plan's progress; interprets Master Plan for the Recreation Division; develops and implements goals/objectives and monitors progress in meeting established goals; recommends facility requirements based on number of programs/participants, anticipated community growth, and related factors.
  • Assists with CAPRA agency accreditation program; maintains assigned files to comply with accreditation.
  • Operates a computer to utilize Microsoft Office, recreational event scheduling, or other software programs. Conduct training of staff in the use of these software programs. Possesses knowledge of administrator functions in ActiveNet and completes tasks related to these functions.
  • Assists in systematic evaluation processes pertaining to program and service statistics, performance measurements, community inventories, needs assessment, level of service standards, recreation trends analysis, etc. Trains assigned staff on how to evaluate programs and services.
  • Represents the City at recreational related events, meetings and functions. Maintains professional affiliations and certifications; attends workshops and training sessions as appropriate.
  • Serves as contact with partner associations, booster clubs, etc. as assigned.
  • Maintains a comprehensive, current knowledge of applicable laws, regulations, standards, rules, and regulations; maintains an awareness of new trends and advances in the profession.
  • Performs other duties as assigned.

  • Oversee and participate in the maintenance of records.
  • Handle medical emergencies and injuries in a calm and effective manner, including providing basic first aid and/or adult and child cardiopulmonary resuscitation.
  • Research, analyze, and evaluate new service delivery methods, procedures, and techniques.

  • Establish and maintain effective working relationships with those contacted in the course of work.

Minimum Qualifications

Combination of education and experience sufficient to successfully perform the essential functions of the job qualifies.

  • Bachelor's degree from an accredited college or university with major course work in recreation, leisure studies, physical education, public administration, business administration or a related field.
  • Three years of increasingly responsible recreation program administration experience including two years of administrative and supervisory experience.
  • Possession of, or ability to obtain, and maintenance of Certified Park and Recreation Professional (CPRP) certification or Certified Park and Recreation Provisional Professional (CPRPP) certification.
  • Must be willing to work varying hours, including evenings, weekends and/or holidays assigned.
  • Possession of a valid Georgia Class C driver's license.

Physical Demands

Physical: Primary functions require sufficient physical ability and mobility to work in an office and/or recreational facility and operate office equipment. Continuous sitting and upward and downward flexion of neck; fine finger dexterity; light to moderate finger pressure to manipulate keyboard, equipment controls, and office equipment; pinch grasp to manipulate writing utensils. Frequent side-to-side turning of neck, walking, standing, bending, stooping, pushing/pulling, and twisting at waist; moderate wrist torque to twist equipment knobs and dials; lifting objects weighing up to 20 lbs. from below waist to above shoulders and transporting distances up to 50 yards. Occasional squatting, kneeling, and reaching above and at shoulder height; moderate grasping to manipulate reference books and manuals; lifting objects weighing 20-35 lbs. from below waist to above shoulders and transporting distances up to 50 feet.


Vision: See in the normal visual range with or without correction; vision sufficient to read computer screens and printed documents and to operate equipment.


Hearing: Hear in the normal audio range with or without correction.
