Job Summary

As a Quality Assurance Inspector, candidate will oversee and evaluate the gas construction, maintenance and general operational activities performed in the field by UGI and Pipeline and Restoration Contractor personnel to ensure that it is completed safely and in accordance to UGI procedures and Local, State and Federal Regulations. Conduct field inspections, perform observations and evaluations for qualifying or re-qualifying individuals on OQ tasks and review work procedures and associated field documents and applications to assure the highest-level quality results.

Duties and Responsibilities
  • Perform Safety, Compliance and Welding practices inspections and complete damage investigations for UGI-related facility damages and 3rd-party claims. On a daily basis perform UGI and Contractor job sites to observe the work being performed to ensure safety and adherence to UGI procedures and other applicable codes. When Qualit yAssurance Exceptions (Infractions) are noted corrective actions taken include developing and communicating recommendations for resolution and performing appropriate follow up with Operations, Engineering and Field Supervision. The Inspector will utilize mobile technology and established Sharepoint applications to collect data pertaining to inspections, to document results and follow up actions, and close out Infractions.
  • Review various reports focused on compliance and records documentation and provide monthly reporting data to support the Training & Quality Assurance Monthly Report. This section would also encompass any special projects as assigned by the Sr. Manager Quality Assurance and OQ. Maintain and support the mobile SharePoint Compliance Database, run and utilize custom reports as required and support the Enhanced Operator Qualification (OQ) Program as required.
  • Support standardization efforts with the move to a consolidated Gas Operations Manual by participating in core group discussions and tool and equipment sub-committees. Document activities that may be favorable or questionable in nature for having their application clarified for broader adoption or discontinuance. Support Tech Advisory development, distribution and dissemination. In support of the Technical Training Staff participate in scheduled training, coaching, and informational meetings with field forces and management as required. For Post-incident support, fill the role of investigating and performing post-incident RCA (Root Cause Analysis) as required.
  • Perform duties of an Area On-Call Duty Supervisor in supporting Emergency Response requirements in field Operations. Maintain availability for Incident Response and act as SME on major IMS occurrences. Utilize web-based application expertise to support post-incident regulatory response.
Knowledge, Skills and Abilities
  • Extensive C&M field knowledge and knowledge relating to the Company’s Operational and Safety Procedures. Capable in assessing or performing a variety of OQ tasks according to UGI’s OQ Program. The ability to effectively evaluate, communicate and participate in all construction and maintenance activities and supporting processes.
  • Extensive knowledge and working understanding of UGI’s GOM, S&H, the Code of Federal Regulations Part 191 & 192, PUC Chapters 56 and 59 and applicable OSHA standards.
  • Employee must have the demonstrated ability to direct UGI and contractor crews. The successful candidate must be creative in solving problems that arise in the field while assisting the completion of field work within UGI’s accepted procedures and regulations. He/she should possess the ability to envision the application of new technologies, materials or work procedures. In addition, the successful candidate will collaborate with both Engineering and Operations personnel in process improvement and issue resolution.
  • Extensive background in utility construction, field inspection and causal analysis required.
  • Familiarity with personal computers, tablets and all UGI business applications required.
Education and Experience
  • Quality Assurance Inspector (P2): 3 - 7 years in a natural gas construction-related field with recognition of commensurate experience.
  • Sr. Quality Assurance Inspector (P3): 5- 10 years in a natural gas construction-related field with recognition of commensurate experience.
  • High school level of education with strong preference for Associates or Bachelor’s degree in an Engineering/Technical field.
  • Certifications: FEMA ICS 100 & 200, OSHA 10-hr 40-hr, NSC RCA course completion required. NACE and CWI desired.
  • Must hold UGI qualifications in fusion, weld inspection and C&M task designated by the Sr. Manager QA and OQ. Thorough knowledge of Gas Web Viewer, GIS, DOJM, EWN, ISNetworld and Utilisphere.
