The City of Bend is hiring five (5) temporary, seasonal, full-time Public Works Laborers within the Transportation & Mobility Department. Four (4) positions are assigned to the Streets & Operations Division, and one (1) position is assigned to Pilot Butte Cemetery. These positions are temporary, non-represented, limited-benefit eligible, and FLSA non-exempt (overtime-eligible). This recruitment may also be used to establish an eligibility list for future temporary vacancies.

Public Works Laborers perform a variety of hands-on tasks that support the safe, efficient, and reliable operation of the City’s public infrastructure and facilities. Work includes general maintenance activities, use of hand and power tools, operation of light equipment, and assistance with traffic control, special events, and emergency response as needed. This role involves physical work performed primarily outdoors and may require working in varying weather conditions.

Assignments vary by work location. Positions in the Streets & Operations Division support seasonal and year-round street and right-of-way maintenance activities. The position assigned to Pilot Butte Cemetery supports daily cemetery operations and grounds maintenance to ensure a safe, respectful, and well-maintained environment for the community.

Public Works Laborers support a variety of maintenance and operational activities that help keep the City of Bend’s public spaces safe, functional, and well maintained. Duties vary by assignment and operational needs and may include the following:

Support Maintenance and Operations
  • Assist with routine maintenance, repair, and operational activities for streets, facilities, and City-owned assets.
  • Perform general labor tasks in support of daily work assignments, projects, and seasonal programs.
  • Prepare work sites, transport materials, and perform cleanup activities.
Maintain Public Spaces and Grounds
  • Support upkeep of public rights-of-way, sidewalks, parking areas, landscaped spaces, and other City-maintained areas.
  • Assist with vegetation control, debris removal, and general grounds maintenance.
  • For cemetery assignments, support grounds care and preparation for services to maintain a safe, respectful environment for the public.
Assist with Surface and Asset Maintenance
  • Support basic asphalt, concrete, and surface maintenance activities, such as patching and minor repairs.
  • Assist with installation, maintenance, and removal of signs, barricades, and other traffic or safety-related devices.
  • Participate in seasonal maintenance activities, including storm response, leaf collection, and snow and ice operations.
Operate Tools and Equipment
  • Safely use hand tools, power tools, light equipment, and City vehicles appropriate to the assignment.
  • Perform basic equipment checks and follow established operating and safety procedures.
Support Traffic Safety, Events, and Emergency Response
  • Assist with traffic control setup and removal for work zones, special events, and City operations.
  • Respond to urgent operational needs, including emergency or weather-related events, as directed.
Work Safely and Collaboratively
  • Follow City safety policies, procedures, and training requirements.
  • Work cooperatively with supervisors and team members to complete assigned tasks.
  • Perform other related duties consistent with the nature of the position and operational needs.

Minimum Qualifications
Education
  • High school diploma or GED; or
  • An equivalent combination of education and experience that provides the knowledge, skills, and abilities necessary to perform the work.
Experience
  • At least six (6) months of experience performing similar work related to maintenance, construction support, groundskeeping, or general labor.
Licensing and Certifications
  • Possession of a current and valid driver’s license in accordance with City policies outlined in the Employee Handbook.
  • Ability to obtain and maintain a State of Oregon Flagger certification within six (6) months of hire.

Eligibility List

This recruitment may be used to establish an eligibility list valid for up to six (6) months from the date the list is certified. The eligibility list may be used to fill additional temporary Public Works Laborer vacancies within the Transportation & Mobility Department, as operational needs arise.
