JOIN OUR TEAM AS A PROJECT MANAGER II
Highly responsible professional work regarding the management of a variety of public works projects, including the development of the financial strategies required to fund the capital improvement projects, development and administration of agreements with outside agencies and other government entities on shared capital improvement projects and programs, development and administration of developer agreements regarding Environmental, Resilience, and National Pollutant Discharge Elimination System (NPDES) for the County and Stormwater related projects. Manages, plans, coordinates and supervises the activities of staff, architects, engineers, contractors and vendors to complete assigned projects.Ensure the application of sound Project Management techniques and processes asthey relateto public works projects. Participate and support strategic planning efforts including master planning, scope specifications and standards.
  • Manages and participates in the development and implementation of the Municipal Separate Storm Sewer System Permit (MS4) requirements, goals, objectives, policies and priorities for assigned stormwater management programs.
  • Manages and supervises implementation of stormwater management programs.
  • Prepares specifications and bid documents for NPDES related projects.
  • Manages consultants and staff involved in water quality projects, TMDL projects, outreach and training programs and other projects as required.
  • Prepares reports as required by the MS4 Permit and attend audit meetings with regulating Agencies.
  • Assist in the preparation of in-house criteria and ordinances as they relate to NPDES issues.
  • Provides technical assistance to in-house staff and other departments regarding NPDES studies and related issues.
  • Participates in the development of the department's annual budget.
  • Responds to and resolves difficult and sensitive citizen inquiries and complaints.
  • Provides technical assistance to citizen groups when requested.
  • Establishes a team environment that collaborates extremely well across functional areas, succeeds at achieving functional objectives and producing accurate documents that ensure efficiency and reliability.
  • Acts as liaison between County departments, elected officials, Assistant County Administrator,and Budget Officials in coordination of program and project time frames, objectives, and funding.
  • Evaluates and recommends improvements to operational management procedures, processes, and policies.
  • Assists with compilation of the yearly budget for planned projects.
  • Tracks projects progress including schedules, budgets and scopes for compliance with contract documents and project objectives.
  • Prepares status reports, presentations andschedules as required; assists in the collection, analysis and presentation of information for use in internalpresentations,community outreach presentations, and other presentations.
  • Assists in the development of applications to pursue local, state and federal grant opportunities; assists in the writing of agreements relative to grants, CIP projects, and other public works projects.
  • Attends project meetings.
  • Knowledge of the principles and practices as applied to the compliance of MS4 permit requirements; principles of supervision, training, performance evaluation; pertinent federal, state, and local laws, codes and regulations; contract writing and review.
  • Ability to plan and direct work of engineers, consultants, technicians and clerical personnel.
  • Ability to prepare clear and concise reports; analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of requirements and goals; interpret and apply federal, state and local policies laws, regulations and codes; understand and follow complex oral and written instruction.
  • Knowledge of infrastructure planning, strategic planning and public administration.
  • Progressively responsible experience in project management for projects.
  • Knowledge of agreements, contracts, and grants.
  • Ability to establish and maintain effective working relations with consultants, citizens, employees and government officials.
  • Ability to analyze complex and diverse issues while prioritizing multiple tasks.
  • Ability to present clear and concise reports.
  • Computer literate including Arc GIS and Microsoft Office programs.
PHYSICAL SKILLS: Ability to communicate effectively using written, verbal and visual communication.

EDUCATION, TRAINING AND EXPERIENCE: Graduation from an accredited college or university with a Bachelor's Degree in Civil Engineering, Business degree or Business Administration or related field and six (6) years of experience in either the civil engineering, project management or construction field managing multiple projects OR Master's Degree and four (4) years of experience. Two (2) years of experience as a project manager. Public Sector experience preferred. Negotiation skills preferred.

LICENSE, CERTIFICATIONS OR REGISTRATIONS: Must possess a valid Florida driver's license. Project Manager Professional (PMP)Certification is preferred.
