Our client operates internationally as a project freight forwarder and heavy haulage
specialist, offering extensive value added services such as inhouse engineering, cargo/crane surveying, customs and more. Next to the service the client has a global fleet of cranes, Axles, Barges & Flatbeds. The Houston Branch, in the Woodlands, is now growing and we’re looking for
experienced Project Cargo Specialists in Procurement/Operations.
Role Overview
As our Project Cargo Procurement & Operations Manager for the Houston region, you will be responsible for managing the full operational lifecycle of heavy haulage and ODC shipments — from RFQ intake and vendor procurement through to execution, client coordination and post-shipment review.
This is not a back-office role. We're looking for someone who thrives at the intersection of procurement, project coordination and client service — someone who can find the best solution, negotiate competitive rates, and ensure every shipment is executed to the highest standard.

Key Responsibilities
- Procurement & Vendor Management
- Source, negotiate and appoint carriers, subcontractors and equipment providers for heavy haulage, ODC and project cargo movements across the US and internationally;
- Evaluate supplier performance and manage rate negotiations to ensure margin integrity on every shipment;
- Handle permit applications, routing studies and regulatory compliance for overdimensional transport;
- RFQ Management & Client Coordination
- Oversee ongoing Out of Gauge & Break Bulk Equipment shipments globally;
- Manage the intake and response of RFQs, working closely with the business development team to submit accurate, competitive and timely quotations;
- Collaborate with the in-house engineering, surveying and customs teams to develop technically sound and commercially compelling solutions;
- Proactively manage expectations & exceptions, maintain clear project documentation and keep all stakeholders informed throughout the shipment lifecycle.
Your Profile
Must Have
- Proven experience in project cargo operations within heavy haulage, ODC transport or project freight forwarding.
- Strong understanding of heavy transport logistics — routing, permits, equipment types, subcontractor management.
- Experience managing RFQs and building cost-effective, technically sound transport solutions.
- Detail-oriented and able to manage multiple active shipments simultaneously.
Nice to Have
- Familiarity with the Texas/Gulf Coast transport market and local carrier network.
- Experience with in-house engineering coordination or lifting & loading analysis.
- Exposure to international project cargo or multimodal operations.
