Scope of Project

This is a high-impact Project Manager role supporting the South Carolina Department of Environmental Services (SCDES), focused on leading a major Application Migration and Modernization project.

The project involves transitioning applications from the former Department of Health and Environmental Control (DHEC) environment to SCDES, with goals to modernize systems, improve operational efficiency, and reduce costs.

Responsibilities:

• Lead and manage complex, high-impact projects using hybrid Agile methodologies
• Ensure project delivery within scope, timeline, and budget
• Develop and deliver executive-level project updates and presentations
• Facilitate collaboration between business leaders, product owners, and technical teams
• Lead Agile ceremonies including sprint planning, stand-ups, reviews, and retrospectives
• Manage full project lifecycle from planning through execution and delivery
• Mentor and coach junior project managers and team members
• Support enterprise-wide planning and system integration initiatives
• Ensure compliance with state procurement and fiscal policies
• Handle contract negotiation and vendor management
• Interpret and apply laws, regulations, and agency policies
• Manage multiple priorities in a dynamic environment
• Align project execution with organizational strategy

Required/Preferred Skills:

Required Skills:

• Bachelor’s degree in Business, Public Administration, Information Systems, or related field
• Project Management Professional (PMP) Certification
• Agile Certifications such as PMI-ACP, SAFe Agilist (SA), or DASM
• 5+ years of experience managing large-scale projects of moderate complexity and risk
• Experience leading Agile teams and managing project lifecycles
• Proficiency with Agile tools such as Microsoft Planner (Premium), JIRA, or similar
• Strong leadership, communication, and stakeholder management skills
• Ability to manage multiple high-impact projects

Preferred Skills:

• Master’s Degree in Business Administration, IT, Public Administration, or related field
• 10+ years of project management experience (government or enterprise preferred)
• Experience leading application migration projects for government agencies
• Experience managing complex IT projects
• Experience working with South Carolina state agencies
• Knowledge of state procurement and fiscal policies
• Experience with contract negotiation and vendor management

Education Requirement:

• Bachelor’s degree (required)
• Master’s degree (preferred)

Additional Requirements:

Candidate must be a South Carolina resident (No relocation allowed)

Fully onsite initially; eligible for 2 days/week remote after 3 months and milestone completion
