The Project Manager willbe responsible forconducting development review of transportation and traffic-related items to support land development proposals and the multimodal transportation goals of the Cary Community Plan, Land Development Ordinance (LDO), and Standard Specifications and Details Manual. Additionally, the Project Manager may perform traffic engineering duties, including safety analyses, traffic capacity reviews, and signal warrant analyses.
Work is performed under the general supervision of the Transportation Engineering Manager and the Assistant Transportation Director.
- Conducts comprehensive transportation-focused reviews of by-right and rezoning development proposals for compliance with the Cary Community Plan, LDO, and the Standard Specifications and Details Manual
- Evaluates roadway geometric design, multimodal facilities, site access, safety elements, and technical analyses (roadway capacity, multimodal impacts, and traffic impact analyses) while preparing staff report sections and coordinating feedback with applicants and stakeholders
- Represents the Transportation Department in development-related decision-making processes, providing transportation findings and recommendations at Planning & Zoning Board meetings, and when required, participating in quasi-judicial Zoning Board of Adjustment hearings related to multimodal design, access, and safety considerations
- Provides technical guidance, code interpretations, and answers complex questions from architects, engineers, developers, land-use professionals, and the public; serves as a primary transportation point of contact during development review
- Participates in weekly Development Review Committee meetings, offering professional guidance to potential developers and owners to ensure compliance with Cary requirements.
- Coordinates regularly with NCDOT and other external agencies on development projects; facilitates dialogue between NCDOT and Cary project managers on ongoing and upcoming Cary projects
- Administers or assists with the Traffic Analysis Report (TAR) program for rezoning cases, including managing on-call traffic engineering consultant contracts
- Reviews payment-in-lieu estimates for transportation-related improvements, temporary traffic control, and pedestrian detour plans during construction, traffic management plans for schools and events
- Assists Field Services and other departments with field adjustments and compliance with approved development plans, as requested
- Serves as a liaison with other Cary departments and outside agencies on rezoning cases and private development projects, ensuring coordinated review and resolution of transportation issues
- Assists in the preparation and periodic updates of the LDO, Cary Community Plan, Standard Specifications and Details Manual, and other transportation-related regulations and policies
- Attends development-related community workshops to provide information and answer questions on transportation-related Master Plans, LDO requirements, and general transportation elements
- Responds to public inquiries, citizen concerns, and development-related conflicts in a collaborative manner, proactively working with developers, contractors, and the public to resolve transportation and land-use issues through the Cary 311 system
- Prepares technical analyses, staff reports, exhibits, and presentations on transportation and development matters
- Conducts traffic engineering-related analyses and develops reports for a variety of inquiries, including crash history analysis and countermeasure recommendations, capacity analyses using Synchro plus SimTraffic, and traffic signal warrant analyses or intersection control feasibility studies
- Performs other job-related tasks as required.
- Comprehensive knowledge of transportation engineering principles and practices, including preparation and review of plans, specifications, ordinances, and Cary’s standards
- Ability to perform complex engineering calculations and provide sound professional recommendations
- Comprehensive knowledge of roadway design, traffic engineering fundamentals, multimodal transportation planning, and traffic safety principles
- Ability to navigate technical discussions with engineers, designers, and planners and effectively learn and apply new technical specifications
- General knowledge of multimodal transportation concepts, including pedestrian, bicycle, transit, and traffic safety, to support integrated network design and Cary’s mobility goals
- Ability to collaborate effectively in multidisciplinary project settings
- General knowledge of traffic safety analyses, including crash history reports and the use of the Highway Safety Manual
- Strong communication and interpersonal skills, including the ability to translate technical concepts for diverse audiences, articulate design constraints, and confidently engage with developers, elected officials, community stakeholders, and internal departments
- Strong negotiation and conflict-management abilities, applied effectively in both verbal and written communication
- Ability to perform advanced engineering computations, interpret complex data, and make comprehensive recommendations on multimodal transportation and planning issues
- Ability to manage and prioritize complex rezoning and development projects; adept in communicating and negotiating complete ideas effectively in written andverbal formats
- Ability to handle difficult conversations with engineers, designers, and/or planners associated with development projects, confidence in review capabilities, and the ability to learn and apply new technical specifications
- Professional Engineer (PE) license in North Carolina ordemonstratedcommitment to obtain within a year of the hiring date or qualifying to take the test
Education and Experience
Requires any combination of education and experience equivalent to graduation from an accredited college or university with a bachelor's degree in Civil Engineering, Transportation Engineering, or closely related field, AND a minimum of one (1) year of experience in design and/or construction of public infrastructure.
- Requires a minimum of two (2) years of experience in transportation, civil engineering, development review, traffic engineering, land use planning, and/or infrastructure planning
Preference will be given to candidates who possess one or more of the following:
- Some experience reviewing development design plans (e.g., site, roadway, or multimodal) for compliance with technical standards and providing feedback to design professionals.
- Some experience with development plan review, project coordination, and collaboration with internal departments, developers, or consultants.
- Some experience using traffic analysis and modeling software such as Synchro/SimTraffic, VISSIM, Sidra, or similar tools.
- Some familiarity with roadway geometric design, traffic operations, traffic impact analysis (preparation and review), and/or multimodal planning tools including application of industry standards such as AASHTO Green Book, AASHTO Bike Guide, MUTCD, HCM, ITE Trip Generation Manual, and HSM.
Physical Requirements
Work is generally sedentary, in-office, although some fieldwork may be required for general monitoring of certain private development projects as needed. Field work may require the ability to walk, bend, lift, push, and/or pull objects up to 25 pounds, reach, climb, and work outdoors in various weather conditions. Typically, some movement between Cary’s buildings is required to assist other departments, attend meetings, and respond to questions. An employee must be able to hear and speak to communicate with the public, elected officials, other employees, and private-sector partners. Visual acuity is necessary to read and write typewritten and handwritten materials and view a computer screen.
