The Project Director (Program manager) is responsible for leading the planning, coordination, execution, and delivery of project components within parallel initiatives for the Long-Term Water Infrastructure Program. This crucial leadership role involves overseeing and delivering the project’s development, design, and construction activities, managing stakeholder engagement, ensuring technical excellence, adhering to schedules, controlling costs, and maintaining contract and regulatory compliance.


The position requires close collaboration with stakeholders, off-takers, regulatory and permitting agencies, construction managers, design teams, technical experts, subcontractors, operations and maintenance leads, permitting and environmental specialists, other key resources and client representatives.


You will be doing:


Program & Stakeholder Leadership

Lead engagement with WIFA, regulators, and cross-border partners; represent the program in governance and executive forums.


Project Delivery

Oversee design and construction, ensuring performance across scope, schedule, cost, and quality; monitor execution and contractor performance.


Planning & Controls

Drive project planning, budgeting, forecasting, and reporting; ensure strong cost and schedule discipline.


Technical & Cross-Functional Leadership

Coordinate across engineering, construction, and permitting teams; resolve complex technical challenges and ensure design alignment.


Risk, Compliance & HSE

Manage risks proactively; ensure full compliance with regulatory, environmental, and safety standards.


Leadership & Team Management

Lead and develop multidisciplinary teams to deliver high performance.


What you need:


  • Bachelor’s Degree in Engineering, Construction Management, Project Management or a related field.
  • 10+ years in managing large‑scale infrastructure or water/wastewater construction projects, preferably with involvement in early development stages.
  • Familiarity with Arizona regulatory frameworks and Water Rights Exchange mechanisms.
  • Experience in DB, DBFOM, EPC, or complex multi‑stakeholder delivery models.
  • Professional certifications (PMP, CM, PE, CCM) strongly preferred.
  • Bilingual English–Spanish
  • Presence in location - Phoenix AZ.
