About St. Thomas Crown Bay

Crown Bay Destinations, L.P. (CBD), a subsidiary of CTI, is redeveloping and will operate the Crown Bay cruise port in St. Thomas, U.S. Virgin Islands. The project includes upgrading the existing cruise facility, enhancing retail and transportation areas, and expanding marine infrastructure, with plans to add a third berth capable of accommodating larger ships and increasing annual passenger volume to over 1 million. This is a high-profile, strategically located port in the Eastern Caribbean. This role will initially support the buildout of this marquee project in St. Thomas and will later expand to support additional cruise terminal developments across the Americas and Europe.

 

Position Summary

We are searching for a high‑energy, technically strong, and relentlessly curious Project Controls Specialist (PCS) who thrives in fast‑moving development and construction environments. This role is an opportunity to become the central intelligence hub for cost, schedule, risk, and change management—driving clarity and momentum across every workstream.

You will champion (ACC) Autodesk Construction Cloud (Autodesk Build + Cost Management, Docs, and BIM Collaborate) as our unified project platform, turning raw project data into powerful insights that directly influence executive decisions and project outcomes.

This position is a mission‑critical force multiplier. The PCS will architect, launch, and continuously optimize all ACC project-control modules, establish baselines that teams rely on, lead the controls cadence, and ensure the project remains aligned on scope, cost, and schedule.

Your work will elevate predictability, strengthen cash flow management, and bring structure and foresight to complex capital programs. You won’t just track the project—you will shape its trajectory.

 

Key Responsibilities


Baseline & Governance:

·      Build and maintain fully integrated cost and schedule baselines, define progress‑measurement rules, and enforce disciplined change control.

·      Configure ACC project templates, roles, and permissions to standardize RFIs, submittals, issues, forms, cost categories, and workflows.

·      Develop and manage parcel‑tracking systems for remediation, demolition, entitlement, and handover readiness.

·      Provide forward‑looking planning support to ensure all workstreams are synchronized and progressing on schedule.


Cost Management and Forecasting:

·      In ACC Cost Management, set up budgets, contracts, change events, owner/contractor pay apps, cash‑flow curves, and contingency tracking.

·      Reconcile ACC data with the ERP to eliminate double entry and accelerate month‑end close cycles.


Schedule& Risk:

·      Develop and maintain Primavera P6 or MS Project schedules, monitor critical path, evaluate float, identify slippage, and produce data‑driven recovery strategies.

·      Maintain a dynamic risk register (qualitative and quantitative), converting threats and opportunities into measurable impacts on cost and schedule forecasts.


Change Control:

·      Log, evaluate, and adjudicate all change events—including design shifts, unforeseen conditions, and vendor claims—with full impact analysis.

·      Ensure all approvals route through ACC workflows with complete documentation and traceability.

Reporting & Insight:

·      Publish monthly reports including cost and schedule summaries, metrics, risk updates, and EVM/variance analysis.

·      Maintain executive dashboards fed by ACC and ERP data.


Data Quality & Compliance:

·      Enforce versioning, auditability, and naming conventions within ACC Docs.

·      Maintain least‑privilege access principles and ensure platform organization.


Minimum Qualifications

·      5–10 years in construction project controls.

·      Hands-on with Autodesk Construction Cloud modules.

·      Proficient in Primavera P6 or MS Project and advanced Excel.

·      Demonstrated capability in EVM, budgeting, forecasting, risk management, and change control.
