OVERVIEW
This Program Support Specialist 3 position will assist with the implementation and support of the following services provided by the Process Support and Management (PSM) program: Security Privilege Coordinator (SPC) services for physical and cyber access, quarterly reviews, maintenance of cyber and physical access databases; purchasing and procurement support, equipment asset management, Control Center cyber asset and equipment inventory; operational support of JO programs and regular compliance standards; data and document management, including management of a controlled directory of documents.
This position coordinates the implementation and execution of regular compliance standards from North American Electric Reliability Corporation (NERC), Department of Energy (DOE), Western Electricity Coordinating Council (WECC) and other governing agencies and organizations.
REQUIREMENTS
Education & Corresponding Experience
- A degree in Business Administration, Business Management, Computer Science, Engineering (or closely related field) is preferred. A Business, Legal or Engineering background is strongly preferred.
- With an applicable Bachelor’s degree, 8 years of experience is required.
- With an applicable Associates degree, 10 years of experience is required.
- Without an applicable degree, 12 years of experience is required.
- Experience should be consistent with the specific requirements of program/project coordination/control and progressively more technical in nature.
Required Technical Skills & Experience
- Expert proficiency in automated data systems to include SharePoint and Visio and a high degree of efficiency in technical dynamics of software output (e.g. use of advanced printing such as to plotters, capabilities of cross-software embedding for purposes of presentations, technical webinars, etc.).
ASSIGNMENT RESPONSIBILITIES:
Purchasing and Procurement:
- Draft and review Statements of Work (SOWs) and service contracts, including complex master agreements.
- Process high-volume hardware, software, and service orders in accordance with established procedures.
- Obtain vendor quotes, estimates, and product specifications; coordinate with PMs and SMEs for requirements.
- Collaborate with IT, OT, procurement teams, and Contracting Officers (COs/CORs) to ensure compliance, timelines, and deliverables.
- Manage contract payments, invoicing, and budget tracking; create Contract Payment Authorizations (CPAs).
- Validate delivered materials, handle RMAs, and coordinate warranty repairs or exchanges.
- Track orders, maintain procurement records, and support fiscal year budgeting and accrals.
- Maintain procurement systems (Asset Suite, SharePoint) and approved technology lists.
- Support P-Card reconciliation, purchasing processes, and continuous improvement initiatives.
Operational Support:
- Participate in incident reviews and provide data for reliability assessments.
- Support compliance with NERC standards by collecting, validating, and maintaining audit artifacts.
- Assist in developing reporting tools and improving compliance processes.
- Conduct audits, data collection, and documentation for regulatory requirements.
- Maintain accurate, auditable documentation and recommend process improvements.
Security Privilege Coordination:
- Process and track cyber, physical, and logical access requests in compliance with NERC CIP standards.
- Verify training, Personnel Risk Assessments (PRA), and authorization requirements before granting access.
- Manage access lifecycle (provisioning, review, revocation, reinstatement).
- Maintain and update access databases (CAPA) and coordinate periodic access reviews.
- Monitor CRM cases and HR reports to ensure proper access control.
Equipment and Inventory Management:
- Track and manage equipment inventory using approved systems (e.g., Sunflower).
- Coordinate asset transfers, disposals, and surplus handling with appropriate teams.
- Maintain parts inventory, ensure stock levels, and process replenishment requests.
Data management:
- Perform data entry, validation, analysis, and reporting across procurement and asset systems.
- Maintain databases, generate reports, and support ad hoc queries.
- Investigate discrepancies and ensure data accuracy across systems.
Documentation Management:
- Maintain document control processes, ensuring timely publication, versioning, and compliance.
- Draft and update process guides, SOPs, and procedural documentation.
- Ensure adherence to information protection and audit requirements.
