The Atlanta Regional Commission (ARC) is the regional planning and intergovernmental coordination agency that focuses on issues critical to the region’s success, including growth and development, transportation, water resources, services for older adults and workforce solutions. ARC is dedicated to unifying the region’s collective resources to prepare the metropolitan area for a prosperous future. This is done through professional planning initiatives, the provision of objective information and the involvement of the community in collaborative partnerships.
The Program/Project Analyst position works within the Home and Community Based (HCBS) Provider Network Section and under the direction of the (HCBS) Provider Network Administrator tosupportthedevelopment,implementationandinnovationofnon-Medicaidhome and community-based services across the region through any grant funded programs.To support this overarching work, responsibilities include the research and analysis of best practices and trends in service delivery; development of program material, training and any other technical assistance needed to promote the adaption of best practices. This also includes the development of program outcomes and measurement to include fiscal spending. This position supports subsets of the provider network based on roles and delivers ongoing meeting support in coordination with state requirements and serves as the Senior Hunger Coordinator for the Atlanta region.
Each member of the Provider Network Section participates actively to the development, issuance, evaluation, and award recommendations for all funding that requires the Notifications of Funding Availabilities (NOFA), This is inclusive of any policy development, new or updated, procedures and operating manuals and Service operating Practices required that will further the work of the unit, larger Aging& Independence Services and/or ARC work.
- Serves as the Senior Hunger Coordinator for the Atlanta region. Duties include development and submission of Senior Hunger Annual Report, leading the Senior Hunger Coalition, and coordinating Senior Hunger mini-grant awards.
- Research and analysis of best practices and trends in service delivery; development of program material, training and any other technical assistance needed to promote the adaption of best practices in services.
- Work with sub-grantees to support meeting all contract deliverables through analysis of needs and provision of technical assistance to include the development of program outcomes, measurement, and fiscal spending.
- Support subsets of the provider network based on roles or services, by leading such groups in coordination with state requirements, ARC’s Live Beyond Expectations strategic plan, the Division of Aging Services annual plan and other stakeholders.
- Interpret and provide guidance on regulations and quality assurance guidelines to appropriate audiences and conduct needed technical assistance.
- Develop any new or update policies, procedures, and operating guidelines that further the work of the section, larger Aging & Independence Services Department and/or ARC work.
- Work with other teams in Aging & Independence Services as required.
- Perform other duties as assigned to support agency goals and objectives.
Bachelor’s degree in social work, human services, counseling, or psychology and one year of related experience which may include internship experience

An equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above, unless otherwise subject to any other requirements set forth in law or regulation.
PREFERRED QUALIFICATIONS
- Master’s degree in social services, public administration, or health related field
- Three (3) years related experience in home and community-based services for older adults, people with disabilities or other vulnerable populations
- Knowledge of the home and community-based services network;
- Ability to interpret information and communicate at all levels within theorganization;
- Ability to learn data systems quickly and develop training to support program/processimprovement;
- Ability to analyze reports, identify trends, recommend change;
- Ability to multi-task and handle complex projectssimultaneously;
- Ability to build strong working relationships with communitypartners;
- Possess strong organizational skills and attention to detail; excellent written and verbal communication skills;
- Possess excellent time management skills; ability to juggle competing priorities;
- Possess strong interpersonal skills and comprehensive understanding of person-centered philosophy;
- Proficient in using database technology and Microsoft Office Suite (Outlook, Word, Excel, and PowerPoint).
